This is a Justification and Approval (J&A) document for other than full and open competition from the Department of Veterans Affairs for veterinary animal and administrative services. The VA North Texas Veterans Health Care System requires animal care and housing services from the University of Texas Southwestern Medical Center (UTSWMC), their academic affiliate, for research animals. The contract period is November 15, 2024 to November 14, 2029 with no options.
The services include per diem charges for cage, bedding, feed, and animal caretaker time, quarterly sentinel testing, veterinary technician staff time, and supply support such as specialized enrichment, animal procurement, and standard research supplies. The contract was awarded to UTSWMC for $749,989.88 on January 13, 2025 as a firm-fixed-price order. The J&A cites 38 U.S.C. 8153 as authority for using affiliates for research purposes, with UTSWMC being identified as the sole source capable of meeting the requirements due to their longstanding affiliate relationship with the VA facility.
