About this file
This document is a Single Source Justification for Simplified Acquisition Procedures under the Simplified Acquisition Threshold (SAT) for the Department of Veterans Affairs, Network Contracting Office 6 to purchase a Brainlab Kick Navigation System for the Kernersville Health Care Center (KHCC).
The justification states that KHCC requires the Brainlab Kick Navigation System to support its ENT surgical operations, as the current inventory of instruments is only compatible with this proprietary system. The Brainlab Kick Navigation System is the sole source, as Brainlab Inc. has classified the software as proprietary and has authorized Lovell Government Services LLC, an SDVOSB vendor, as the exclusive distributor. Market research confirmed no other vendors can meet the salient characteristics. The anticipated award date is August 1, 2024 under a firm-fixed price contract. Interested parties have until July 30, 2024 to submit capability statements for the government's consideration.

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C246-24-AP-3769
1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 6, for
Kernersville Health Care Center (KHCC), 1695 Kernersville Medical Parkway, Kernersville, NC 27284. Purchase Request# 659-24-3-048-0257.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Kernersville Surgical Services has a request for Brainlab Inc., BrainLab Kick Navigation System to support KHCC surgical operations. This product is used to provide electromagnetic navigated Ear, Nose and Throat (ENT) sinus surgery. The contractor shall provide all software and firmware updates.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Kernersville Surgical Services specifically request BrainLab Kick Navigation System. The minimalistic design of the Kick Navigation System is portable, and setup is easy. KHCC covers multiple locations across the entire Salisbury health care system. The ENT surgical services has a current inventory of instrument sets that are only compatible with BrainLab Kick Navigation System. Both Perioperative and Sterile Processing Services have competencies for the pre-sterile cleaning, and processing of the equipment. Maintaining standardized ENT surgery devices is critical for patient safety. Continuing the use of BrainLab Kick devices ensures the surgeons use the correct accessories for the cranial procedure. Procurement of any other ENT surgery devices may result in redundant equipment configurations, additional cost to the government and create potential safety hazard. It is in the best interest of the Government to continue its use of BrainLab inventory for KHCC.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted by querying NAICS website using 334517 (Irradiation Apparatus Manufacturing) and product service code (PSC) 6525 (Imaging Equipment and Supplies: Medical, Dental, Veterinary). https://veterans.certify.sba.gov/database search conducted on 07-09-2024 using NAICS 334517 produced (94) potential service-disabled veteran owned small business (SDVOSB) vendors. Querying government-wide databases for instruments on Federal Procurement Data System, General Services Administration Advantage (eLibrary), National/Strategic Acquisition Center and Supply Chain Master Catalog produced no results. Communications with original equipment manufacturer (OEM) Brainlab, Inc.
provided documentation stating that Lovell Government Services LLC. (SDVOSB) is their only authorized distributor of BrainLab Kick Navigation System. The OEM and distributor are the only sources that can satisfy the needs of the agency. Brainlab, Inc. has classified the https://veterans.certify.sba.gov/database
