About this file

This is a Justification and Approval (J&A) document for a sole-source procurement exemption from full and open competition. The Department of Veterans Affairs, Office of Construction and Facilities Management – Eastern Region (003C4C) seeks to procure Honeywell NOTIFIER fire alarm system components for the Building 1 Exit Passageway Project at the VA Medical Center in San Juan, Puerto Rico. The required components include intelligent smoke detectors, intelligent heat detectors, and horn/strobe notification devices that must integrate fully with the existing Main Building Honeywell NOTIFIER fire alarm system and comply with NOTIFIER addressable systems standards, NFPA 72, and UL listings.

The J&A justifies sole-source procurement under 41 U.S.C. § 3304(a)(1), as implemented by FAR 6.302-1(c), citing the proprietary nature of the Honeywell NOTIFIER system's FlashScan technology. The document establishes that no other manufacturers produce compatible components and that using non-OEM parts would jeopardize life-safety compliance and system certification. Pricing will be evaluated using OEM catalogs, historical data, and independent government estimates (IGE) comparisons. The document was certified by Victor Medina-Massanet, Resident Engineer, on April 30, 2026, and requires Contracting Officer Jessica Williams and Head of Contracting Activity approval. No sources expressed written interest in the acquisition, and the agency indicates future compatibility will be evaluated if new technologies emerge.
