About this file

This document is a Sole Source Justification under Simplified Acquisition Procedures for the Department of Veterans Affairs. The Captain James A. Lovell Federal Health Care Center seeks to purchase 11 Progressa+ ICU Beds from Hill-Rom to replace existing hospital beds in their Intensive Care Unit, with a delivery requested by September 2025. The beds feature specialized technology including "Stayinplace Technology" and "In-bed pulmonary Therapy", with unique capabilities such as FullChair positioning, hands-free foot pedals, X-ray cassette sleeve, advanced microclimate management, emergency CPR features, pressure redistribution systems, and a Voalte Alert & Alarm Management system.

The procurement will be an unrestricted, open market solicitation using Simplified Acquisition Procedures under FAR 13.5, with the justification citing "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". Market research identified Hill-Rom as the original equipment manufacturer, with three Service-Disabled Veteran Owned Small Business distributors authorized to sell the product. The Contracting Officer anticipates receiving competitive quotes from multiple authorized distributors, including the original equipment manufacturer. The total estimated value is redacted, but the requirement is over the Simplified Acquisition Threshold (SAT), necessitating an unrestricted solicitation.
