ANNOUNCEMENT.

This Sources Sought Notice is intended for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. Because this is a Sources Sought announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists.

Therefore, do not request a copy of a solicitation.

The Department of Veterans Affairs (VA), VISN 4, Network Contracting Office 4 (NCO 4), Commodities 1, is seeking information and potential qualified sources capable of providing the BRAND NAME OR EQUAL equipment listed below.

Delivery Location:

These items will be delivered to Corporal Michael J. Crescenz VA Medical Center (CMCVAMC) in Philadelphia, PA.

General Requirement:

Philadelphia VAMC requires one (1) Brand-Name-or-Equivalent Nikon AX R Hybrid Confocal Laser Microscope System to include additional accessories/attachments. The equipment must meet the salient characteristics listed below:

Salient Characteristics:

1. Microscope Platform o Motorized inverted microscope body equipped with a hardware-based, drift-free focusing mechanism.

o Microscope platform with a 25mm field of view, matched to a 25mm confocal imaging field.

2. Scanning Capabilities o Galvanometric scanning system with high-resolution capability of 8K × 8K pixels.

o Resonant scanning system supporting high-speed imaging at 2K × 2K resolution across the full 25mm field of view.

3. Detection and Resolution o 5×5 Single-Pixel Photon Counter (SPPC) array — achieving lateral resolution down to 100nm.

o Ability to enhance resolution beyond the diffraction limit without requiring pinhole closure or compromising light collection efficiency.

o Advanced low-noise detection system offering improved performance over standard GaAsP detectors.

o Optimized signal-to-noise ratio at low laser intensities.

o High sensitivity and reduced phototoxicity, enabling imaging with minimal laser dosage.

o Solid-state alignment-free laser module with 405/488/561/640 nm lines

4. Support Equipment o Vibration isolation air table o Integrated image analysis computer workstation with NIS-Elements software, JOBS visual programing environment, and NIS.ai suite including:

• Denoise.ai neural network trained for shot-noise removal

• Autosignal.ai — Al-driven optimization of illumination and detector settings

• Full 2D/3D deconvolution for enhanced resolution and reconstruction

5. Automation and Workflow o Customized automated acquisition workflows with single-button operation for streamlined imaging processes.

6. Objectives o High-quality objectives including 10x, 20x, and 40x/60x oil immersion lenses.

o System accommodates up to 6 objectives simultaneously on the motorized turret o Full compatibility with dry, water, silicon, and oil objective lines

Responses to this Sources Sought Notice should include answers to the following questions:

(2) Indicate the size status and representations of your business, such as but not limited to Service- Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HUBZone, Woman Owned Small Business (WOSB), Large Business, etc.

(3) Provide Brand Name, Model and Part Number, and Brief Description of the product you could provide.

(4) Provide anticipated delivery lead time.

(5) Are you the manufacturer, distributor, or an equivalent solution to the items being referenced above?

(6) Is the product you are providing information about made by a small business manufacturer or a large business?

(7) Is the product you are providing information about manufactured in the United States? If not, please provide the country where the unit is manufactured.

(8) If you are a large business, do you have any designated distributors? If so, please provide their company name, telephone, point of Contact and size status (if available).

(9) If you’re a small business and you are an authorized distributor/reseller for the items identified above or an equivalent solution, do you alter, assemble, and/or modify the items requested in any way? If you do, state how and what is altered, assembled, and/or modified?

(10) If you are an FSS GSA/NAC contract holder or other federal contract holder, are the items/solution you are providing information for available on your schedule/contract? If so, please provide the contract number.

(11) General pricing of your products/solution is encouraged. Pricing will be used for the purpose of market research only. It will not be used to evaluate for any type of award.

(12) Please submit your capabilities regarding the salient characteristics detailed above to establish capabilities for planning purposes.

(13) Please review salient characteristics/statement of work (if applicable) and provide feedback or suggestions that would allow for maximum competition. If none, please reply as N/A.

This Sources Sought Notice will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 10 – Market Research. Telephone responses will not be accepted. Responses must be received in writing via e-mail to the Contracting Point of Contact listed below by the date listed below. This notice will help the VA in determining available potential sources only. Do not contact VA Medical Center staff regarding this requirement, as they are not authorized to discuss this matter related to this procurement action. All questions will be addressed by the Contracting POC listed below.
