This is a sources sought notice only and it is not a solicitation announcement.

The purpose of this sources sought notice is to gain knowledge of qualified, potential contractors and their socio-economic size classification in accordance with NAICS Code 221112 (Electric Power Distribution). Responses will be used by the government to make appropriate acquisition decisions. After a review of responses to this source sought notice, a solicitation announcement may be posted. A response to this source sought notice is not an adequate reply to a potentially forthcoming solicitation.

The Department of Veterans Affairs, Network Contracting Office 8 is seeking authorized Service-Disabled Veteran Owned Small Business (SDVOSB’s) that can provide Automatic Transfer Switch Preventative Maintenance and Testing Services for The Malcom Randall VAMC Facility. See attachments.

No reimbursement will be made for any costs associated with providing information in response to this Sources Sought and no contract will be directly awarded on the basis of this sources sought. Any information submitted by respondents to this source sought shall be voluntary.

Malcom Randall VA Healthcare System

Automatic Transfer Switch Preventative Maintenance, Testing, and Repair

INTRODUCTION:

The Malcom Randall Veterans Hospital located in Gainesville, Florida 32608, Maintenance and Repairs Section, has a need for yearly preventative maintenance and testing of all Zenith and Cummings Automatic Transfer Switches (ATS) throughout the facility. See the below listing of ATS units’ location, manufacturer, and model numbers:

SCOPE:

The s e l e c t ed c on t rac t o r shall furnish all labor, transportation, materials, tools, and properly trained and certified personnel necessary to perform a year ly preventat ive maintenance on a l l Zeni th and Cummings ATS units at the facility. The PM should be performed as recommended by the manufacturer of the ATS, as well as the list of services provided below. All ATS units are located within the following facility switchgear rooms: FB30- 1, SPH190-1, and C092-1 at the Malcom Randall Veterans Hospital, 1601 SW Archer Road, Gainesville Florida 32608. SERVICE TO BE PROVIDED

In addition to the manufacturers recommend preventative maintenance procedures, the following will be completed (if not already included in the manufacturer’s recommended listing of preventative maintenance):

1. Infrared scanning & thermal imaging of normal power contacts.

2. De-energize the switchgear (Unless the ATS has isolation bypass feature).

3. Remove the arc chutes and pole covers to allow for visual assessment of the main and arcing contacts.

4. Test and recalibrate all AC sensing and time-delay functions in the switchgear.

5. Vacuum the accumulated dust from the switchgear and accessory panels.

6. Assess the ATS for moisture or signs of previous wetness or dripping.

7. Clean grime with an approved non-conductive solvent.

8. Inspect all main arcing contacts for excessive erosion and/or pitting. Replace contacts as required.

9. Inspect all control relay contacts for excessive erosion and discoloration due to excessive heat.

10. Manually operate the main transfer movement to check proper contact alignment, deflection, and wiping action.

11. Check all cable and control wire connections to the transfer switch controller, sensing panels and other system components. Tighten if necessary.

12. Re-energize the switchgear or remove the ATS isolation bypass. Conduct a test by simulating a normal source failure. VA Staff will open normal power breaker to ATS simulating normal power failure.

13. Ensure the ATS calls for generator power and transfers to the emergency source.

14. Infrared scanning & thermal imaging of emergency power contacts.

15. Prepare a report of all findings and deficiencies for each ATS. Provide a proposal to correct deficiencies for each ATS.

16. Replace indicator bulbs for normal and emergency status.

The requirements above are hereafter referenced as ATS Maintenance and Repair. This Statement of Work (SOW) requires the work to be performed by qualified Contract Professionals, and they will hereafter be referred to as “Contractors.” The Contractor shall provide written assurance, to be included with response to solicitation, of the competency of all personnel certified to perform services for each make and model ATS at the MRVAMC.

Contractor shall revise this documentation whenever service personnel are assigned or re-assigned to the MRVAMC. The written assurance shall include authentication of factory training certificates.

JUSTIFICATION:

VA policy and the National Fire Protection Agency (NFPA) requires transfer switches to be maintained and tested to meet stringent criteria. OSHA standards require that all personnel who work on or around any energized equipment must be safety trained. Below are NFPA 110 requirements for ATS units for Maintenance and Operational Testing as well as Documentation.

NFPA 110, 8.3 Maintenance and Operational Testing

NFPA 110 8.3.4 Indicates that transfer switches shall be subjected to a maintenance and testing program. Refer to NFPA 110 8.3 for all Maintenance and Operational Testing requirements.

NFPA 110 8.5 Records

NFPA 110, 8.5 Indicates that records shall be created and maintained for all EPSS inspections, operational tests, exercising, repairs, and modifications. Refer to NFPA 110 8.5 for all Records requirements.

NFPA 110, 8.5.3 Provides the minimum requirement for the Records. Refer to NFPA 110 8.5.3 for all that shall be included in the Record.

DEFICIENCY CORRECTIONS:

Includes minor repair of recorded deficiencies such as component replacement, replacing relays, replacing timers, or correcting minor wiring deficiencies up to $10,000.00 per contract year.

Includes providing materials such as relays, timers, contactors, and bulbs. All recommended repairs must be reviewed by the COR and approved by the CO prior to any such repair occurring.

QUALIFICATIONS OF INSPECTION PERSONNEL

The Contractor representative must be proficient in all NFPA, JACHO, OSHA, HIPPA, UL and VA codes and policies associated with the Malcom Randall VA Hospital.

The inspector must be properly trained, proficient, prepared, and have sufficient knowledge to properly perform the manufacturers recommended and site-specific preventative maintenance procedures.

CHANGES TO THE STATEMENT OF WORK (SOW)

Any changes to this SOW shall be authorized and approved only through written correspondence from the CO. A copy of each change will be kept in a project folder with all other products of the project. Costs incurred by the contractor through the actions of parties other than CO shall be borne by the contractor.

PERFORMANCE REQUIREMENTS:

Contractor shall provide the necessary personnel and equipment to meet or exceed required service. Contractor shall have the following responsibilities:

Provide ATS certified and trained personnel to perform the project. Contractor shall provide personnel certification with responses to the solicitation.

Provide all supervision, labor, and materials to complete all requirements described in this

SOW.

Contractor shall insure that all areas where equipment is serviced under this contract are left in a clean, neat, and orderly condition.

Contractors shall have technical training and evident track records of working experience in Maintenance and Testing of manufacture specified equipment all identified in the SOW and related components in healthcare, industrial, educational, or commercial facilities for a minimum of three (3) years. Contractors shall provide written documentation of training and experience with the response to the solicitation.

Contractors shall possess and utilize all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform all work safely, effectively, and timely (i.e., vendor uniform, face mask, steel toe boots and safety glasses). Tools, equipment, and PPE shall comply with OSHA Standard 29 CFR 1910, (Subpart I), and NFPA 70E.

The Contractor shall provide documentation demonstrating that all instruments, test equipment, tools, and PPE possess current calibration and safety inspections. Dated calibration and safety inspection labels shall be visible on all equipment as applicable.

Calibration and safety inspection records shall be included with the response to solicitation.

Contractors shall maintain project schedule agreed upon in the purchase order documents.

Contractors shall ensure employees shall have background checks completed.

PERFORMANCE HOURS

Contractor shall be prepared and expected to perform this SOW after hours or on weekends.

Work including shutdowns shall be coordinated with the COR. All work that is to be completed after hours or on weekends will be done at no extra cost to the government. Contractor shall submit a daily report of progress on the project to the COR or authorized personnel. COR will prepare a bulletin to notify all staff of scheduled outages related to servicing ATS units.

PERSONAL HEALTH INFORMATION OR SENSATIVE INFORMATION

The contractor will not require access to VA sensitive information, therefore the “Certification and Accreditation” (C&A) requirement in accordance with (IAW) VA Handbook 6500.6 Contract Security does not apply, No PHI/PII or sensitive information.

The contractor should not, at any time, be exposed to personal health information. None of the equipment serviced within this SOW is suspected to sensitive information nor does the contractor need to access sensitive information for purposes of fulfilling this contract. The Contractor shall not have access nor utilize Government IT equipment for purposes of fulfilling this contract. The Contractor shall not create or maintain any records containing any non-public information that are not specifically tied to or authorized by the contract.
