Sources Sought Notice Summary

This is a Sources Sought Notice (36C24W26Q0043) issued by the Department of Veterans Affairs seeking to lease clinical space for a Vet Center Outstation in the Kenai/Soldotna, Alaska area. The VA requires approximately 2,107 ABOA (American National Standards Institute/Building Owners and Managers Association Office Area) square feet of contiguous clinical space, with a maximum of 2,987 rentable square feet. The leased facility must include a minimum of 20 parking spaces and be fully accessible in compliance with the Americans with Disabilities Act and Uniform Federal Accessibility Standards. The building must also meet Interagency Security Committee Security Design Criteria for New Federal Office Buildings and Major Modernization Projects, as well as all current Federal, State, and local codes including fire and life safety, accessibility, OSHA, and seismic protection requirements.

The VA is considering lease terms of up to twenty years with termination rights after five years. Responses must include building details, rental rates (both per rentable square foot and per ABOA square foot), availability date, ownership information, parking space count, energy efficiency features, building services, and LEED certification status if applicable. The VA requests predetermined rental escalations rather than formula-based increases such as the Consumer Price Index. Rent will be paid in arrears, and the government is limited by law to pay no more than the appraised fair rental value. The VA is also specifically seeking responses from Service-Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB). Interested offerors must submit information by email to Garry Alexander, Realty Specialist, at garry.alexander@va.gov no later than February 6, 2026, at 5:00 PM PST. The VA assumes no responsibility to award a lease based on responses to this notice.
