Department of Veterans Affairs (VA) Office of Suicide Prevention (OSP) Cable Gun Lock Procurement Sources Sought Notice

THIS IS A SOURCES SOUGHT NOTICE (SSN) ONLY to determine availability of potential sources capable of providing 3,000,000 15-inch steel cable gun locks. The Department of Veterans Affairs (VA), Office of Suicide Prevention (OSP) is looking for Veteran Small Business Certification (VetCert) verified and certified, Service-Disabled Veteran Owned Small Business (SDVOSB) and Veteran Owned Small Business (VOSB), Small Business, and/or Large Business sources capable of providing Cable Gun Locks. Requests for a solicitation will not receive a response. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received, provide feedback to respondents with respect to any information submitted, or respond to any questions or comments that may be submitted in response to this Sources Sought Notice (SSN). This notice does not constitute a commitment by the United States Government and does not obligate the Government to award a contract or otherwise pay for the information provided in response. Responders are solely responsible for all expenses associated with responding to this SSN.

General Project Requirements: The Contractor shall provide cable style gun locks, with an imprint of the Veterans Crisis Line (VCL) information, on both sides, of each lock. The Contractor shall include a VCL wallet card, VCL tag (sticker) on the locks, and instructions for use of the locks.

The Contractor shall produce a cable style gun lock with the following product features:

· 15" heavy-duty steel cable gun lock.

· Capable of being used on either handgun, rifle, or shotgun.

· Must Prevent rounds from being chambered, magazines from loading, actions from engaging or cylinders from moving.

· Shall have quick and easy installation and removal.

· Two (2) keys shall be provided with each lock.

· Gun lock body type shall be composite with a vinyl coating/cover on lock and cable.

· Coating/cover shall be red.

· Red shall be as close to Pantone Matching System (PMS) 1797 as possible.

· Cable lock shall be approved by California Department of Justice (DOJ) for use in firearms.

· Cable lock shall be American Society for Testing and Materials (ASTM) compliant.

· Cable lock shall meet the requirements of the Colonel of the Department of Massachusetts State Police and be listed on the Approved Firearm Safety/Locking Devices list.

· Cable lock shall meet the requirements of the Maryland Handgun Roster Board and be listed on the Approved Integrated Mechanical Safety Devices list.

· Cable lock shall have a positive cam locking mechanism or similar.

· Cable lock body shall have a white imprint of the VCL Logo (logo shall include the VCL phone number).

· Imprint shall be as large as possible and on both sides of the locks opposing) with the largest surface area.

· Production files for imprint of the VCL Logo shall be included upon award.

· Packaging Specifications:

· Cable locks and all necessary elements (wallet cards, and instructions) shall be individually packaged together and sealed in plastic bags.

· VCL wallet cards shall be included in the packaging with each cable lock.

· Shipping/Boxing Specifications:

· Individually packaged cable locks (as specified above in Packaging Specifications) should be boxed for shipping in quantities of twenty-five (25) per carton, and four (4) cartons per box.

VCL Label:

The Contractor shall produce a label containing 24/7 Confidential Crisis Support information adhered to the gunlock cable (label info supplied after award). The following product features shall be met:

· Adhesive backed vinyl label.

· Label flat size shall be 5.5"w x 1.5"h, when wrapped around the cable the size shall be 2.75"w x 1.5"h.

· A visual representation of the label, and how it is to be adhered to the cable lock cable, shall be included in the specifications upon award.

· The label should be adhered to the base of the cable on the side without the locking mechanism.

VCL Wallet Card:

The Contractor shall provide a plastic wallet card with the following product features:

· Wallet card printed on white plastic.

· Trim size 3.375” wide x 2.125” high.

· 0.030” thick plastic with gloss finish.

· Trim to size with rounded corners and adequate margins (.pdf provided after award).

· Printing by four (4)-color process. (Do not offset printing and screen printing).

· No bleed.

Deliverables:

1. Cable style gun locks.

2. VCL label on each lock.

3. VCL wallet card shall be included with each lock.

4. Instructions shall be included with each lock.

5. Delivery.

Schedule: The Contractor shall provide a master delivery schedule for the deliverables, knowing that they shall be delivered to the VA Hines Health Care Depot, 5000 South 5th Avenue, Hines, IL 60141-3030 in installments. The Contractor shall provide in similar format to below. Deliveries shall be made as follows:

· PDF proof due (within two (2) weeks after award).

· Production samples due (within two (2) weeks after PDF approval).

· 20% of total cable locks on (To Be Determined (TBD)).

· 15% of total cable locks on (TBD).

· 15% of total cable locks on (TBD).

· 15% of total cable locks on (TBD).

· 15% of total cable locks on (TBD).

· Final 20% delivery of cable locks on (TBD).

Or:

· PDF proof due (within two (2) weeks after award).

· Production samples due (within two (2) weeks after PDF approval).

· 150,000 on (TBD).

· Etc.

INSTRUCTIONS FOR RESPONDING TO THIS SOURCES SOUGHT NOTICE

CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).

Response Format/Page Limitations:

The overall total page limit for responses to this SSN is ten (10) pages. Responses should be submitted in Microsoft Word format with twelve (12) pt. or greater font size. Interested parties should limit marketing material in order to allow sufficient space for adequately, directly, and substantively responding with the information of most interest to the Government.

In all correspondence relevant to this SSN please identify it as a response to the “Sources Sought Notice - 36C10X24Q0265 - Cable Gun Lock” (on the response and in the Subject Line of the email).

Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Respondents are requested to limit responses to the information, and in the format provided below.

A. GENERAL INFORMATION:

a. Organization Name.

b. Company ownership (public, private, joint venture).

c. Identify your business size designation in accordance with Small Business Administration (SBA) standards for the recommended NAICS code (332510, Hardware Manufacturing).

B. CAPABILITY AND EXPERIENCE INFORMATION:

Interested firms are requested to provide Capability Statements addressing the following data/information, by the closing date.

a. Company name.

b. Company address.

c. Company Point-of-Contact (POC).

d. Company phone, fax, and email address.

e. Company Tax ID Number (TIN).

f. Company CAGE Code and SAM Unique Entity ID.

g. Type/Size of Business relative to NAICS Code 332510, Hardware Manufacturing. If you suggest a more accurate NAICS, as it relates to the requirement noted herein, please provide it as well.

h. Federal Supply Schedule (FSS) Number (if applicable).

i. Statement of Capability that demonstrates your business’s capability and past performance in providing the type of requirement; to include data and information stated herein.

In addition to providing your company’s capability statement as it pertains to the requirements of this SSN, interested and capable firms are also required to provide answers to the following questions.

1. Describe your capacity/capability to provide the deliverables at the quantity identified.

2. Describe your capacity/capability to provide the deliverables in compliance with all required product features and regulation requirements.

3. Describe your approach to meeting the delivery schedule.

The purpose of this SSN is for Market Research and to identify interested and capable vendors.

Submission: Responses to this SSN shall be submitted via email to Contract Specialist, Shaundrica.Close@va.gov and Contracting Officer, April Smith, April.Smith6@va.gov no later than 4:30 PM Eastern Standard Time (EST) on July 2, 2024.

Questions: No Questions are being accepted at this time. Depending upon the responses received, VA may request additional information.
