PERFORMANCE WORK STATEMENT

1.0 INTRODUCTION

1.1 DESCRIPTION:

The mission of the Office of Clinical Informatics (OCI) within the Digital Health Office (DHO) at the Department of Veterans Affairs (VA) is to enhance the lives of Veterans and VA staff by providing them with improved data and tools to make better decisions and streamline their workflows. Additionally, OCI strives to establish and promote standards and information technology resources based on scientific research, which would benefit the health of Veterans, their families, and the individuals who care for them. To accomplish this objective, OCI is dedicated to adopting interoperability and health information sharing methods based on national standards, promoting data standardization, and promoting an efficient exchange of health data through existing systems. Most functions in this PWS will provide services to OCI, but some will support other areas of OHI.

To accomplish OCI’s objectives within the four (4) pillars of OCI, comprised of nine (9) Divisions, it is deemed essential that OCI establish a SAFe (Scaled Agile Framework) subscription essential to enable structured, scalable Agile practices across teams working on complex clinical informatics projects. This subscription will support the ongoing Lean-Agile Coaching Program efforts and provides access to comprehensive resources, training, and toolkits that help align cross-functional teams with OCI's strategic goals, streamline workflows, and ensure consistent quality and compliance. This investment in a SAFe subscription is a strategic step toward fostering a collaborative, adaptive environment where OCI teams can meet the evolving needs of clinical informatics.

The foundations of Lean and Agile thinking have led to higher success rates versus waterfall methods in software and systems development in the private sector. Government programs are starting to experience similar results using these same patterns. However, government agencies must address unique challenges in Lean-Agile transformations. The recommendations and best practices in SAFe for Government provide specific guidance to address these concerns [© Scaled Agile, Inc. Include this copyright notice with the copied content.]

1.2. PURPOSE

The purpose of this Performance Work Statement (PWS) is to goo This subscription will expand on the resources available through our existing Lean Agile Coaching Program, providing targeted access to SAFe-specific tools, educational content, and guidance that are essential for the effective application of agile methodologies within OCI.

With this subscription, OCI informaticists will have access to advanced training and practical resources that are aligned with our office’s commitment to operational excellence and continuous improvement. The focus is on enabling our team to integrate agile approaches within their informatics work more efficiently, fostering agile competencies that are directly applicable to the goals and daily functions of OCI.

The OCI overarching goal is to use the SAFe Enterprise Service (SES) membership to support the largest administration within VA, accounting for approximately 335,000 of VA’s 374,000 employees. VHA seeks to register 125 of its approximately 257 informaticist employee members under the SES membership. The VHA OHI/OCI overarching goal is to use the SAFe Enterprise Service (SES) membership to support the largest administration within VA, accounting for approximately 335,000 of VA’s 374,000 employees.
