DESCRIPTION

The Department of Veterans Affairs Strategic Acquisition Center (SAC) intends to award a Firm Fixed Price (FFP) sole source contract to AI Medica Inc., a Small Business, for the procurement of Software Licensing of Automated Clinical Calculators for Real-time Decision Support in clinical workflows. The Veterans Health Administration (VHA) Innovation Ecosystem’s National Center for Innovation to Impact on the campus of the Central Virginia VA Health Care System (CVHCS) is the Innovation, Development, Advanced Implementation, Solutions Center (IDEAS) Center. The IDEAS Center is one of three National Centers for Innovation to Impact established through the VHA Innovation Ecosystem under the VA Office of Healthcare Innovation and Learning (OHIL).

The Contractor shall provide Interactive Software Licensing of Automated Clinical Calculators for Real-time Decision Support in clinical workflows. Clinical Decisions Support (CDS) tools help clinicians make informed decisions at the point of care. The Contractor shall implement a CDS calculator in the CDS Console and grant access to clinicians at the point of care alongside the Electronic Health Record (EHR) at the CVHCS. The secondary goals of this project are to determine factors that enhance the usability and usefulness of the tools for providers, inform decision-making towards future scaling, and to evaluate the effectiveness of the implementation overall. The current software and decision making support tool is proprietary information of AI Medica Inc and cannot be used by another company to serve the same functionality to the VA.

The applicable North American Industry Classification System (NAICS) code 513210 – Software Publishers is most appropriate for this requirement. The size standard is $47.5 million. The Federal Supply Code (FSC) is 7A20 – IT and Telecom – Application Development Software (Perpetual License Software).

The statutory authority permitting other than full and open competition is Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Soliciting from a Single Source. For purchases not exceeding the simplified acquisition threshold. Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization).

This is not a request for quotes. The Government is not responsible for any costs associated with responding to this notice.
