About this file

This is a Notice of Intent to Award a Sole Source contract. The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 12 (Great Lakes Acquisition Center) intends to award a firm-fixed-price, one-time purchase/one-time delivery contract to Sun Nuclear Corporation (3275 Suntree Blvd, Melbourne, FL 32940) for the Sun Nuclear Daily QA 4 Pro Checker. The equipment will be delivered to the Medical Specialty Department at Clement J Zablocki Veterans Affairs Medical Center in Milwaukee, Wisconsin. The solicitation number is 36C25226Q0598, and the NAICS code is 334519 (Other Measuring and Controlling Device Manufacturing) with a Product Service Code of 6515 (Medical and Surgical Instruments, Equipment, and Supplies).

The Government justifies the sole source award based on the unique characteristics of the Sun Nuclear Daily QA 4 Pro Checker, which is the only device that consolidates daily linac quality assurance functions into one fully automated, indexed, imageable platform. Key differentiating features include a unified device combining dosimetry, imaging, and positioning verification; a high-density detector array with four vented ion chambers and 249 diodes; and full automation with SunCHECK v6.0+ integrated reporting. Interested firms believing they can meet the requirement or provide authorized services on this end-product may submit written interest and capability statements to Contracting Officer Arneil Genus (arneil.genus@va.gov) within five calendar days of publication. Responses are due by July 17, 2026 at 7:00 PM Central Standard Time. If no written response is received by the closing date, a sole source award will be made to Sun Nuclear Corporation without further notice. Telephone inquiries will not be accepted.

DESCRIPTION

NOTICE OF INTENT TO AWARD SOLE SOURCE. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a notice of intent to solicit and award a sole source contract set forth in accordance with the Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR)12.102(a), Restricting competition.

The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 12 (NCO-12) Great Lakes Acquisition Center, intends to negotiate a sole source Firm-Fixed Price, one-time purchase/one-time delivery contract to Sun Nuclear Corporation: 3275 Suntree Blvd, Melbourne, FL 32940 USA.IAW Federal Acquisition Regulation/Revolutionary FAR Overhaul 12.102. This is for procurement of the Sun Nuclear Daily QA 4 Pro Checker for the Medical Specialty Department located at Clement J Zablocki Veterans Affairs Medical Center: 5000 W National Ave, Milwaukee, WI 53295. The North American Industry Classification System (NAICS) for this requirement is, 334519 - Other Measuring and Controlling Device Manufacturing. The Product of Service Code for this requirement is 6515 - Medical and Surgical Instruments, Equipment, and Supplies. The Small Business Administration (SBA) size standard for this sector is 600 employees.

Rationale:

Pursuant to RFO 12.102(a), there is “only one source reasonably available” to provide the requested end-product under this acquisition. Sun Nuclear’s Daily QA 4 Pro checker possesses unique characteristics that limit availability to a single source. Sun Nuclear Corporation is the sole manufacturer, and no other vendor offers a device that consolidates all required daily linac quality‑assurance functions into one fully automated, indexed, imageable platform. No other device provides this level of automation and system integration. Unique features include: (1) single unified device that combines dosimetry, imaging, and positioning verification in one setup, eliminating multiple phantom exchanges and reducing room entries. This all‑in‑one capability is not available from any other manufacturer; (2) high‑density detector array—including four vented ion chambers, 225 unattenuated diodes, and 24 attenuated diodes—offering broad field‑size coverage and high‑resolution beam metrics not replicated in any alternative QA system; (3) full automation and integrated reporting through SunCHECK v6.0+, enabling automated data capture, centralized documentation, and enterprise‑level QA workflow management. Because no other product consolidates these capabilities and delivers comparable workflow efficiency, no alternative manufacturers can supplies or services can meet the hospital’s clinical, operational, or safety requirements. Therefore, limiting the source to OEM, Sun Nuclear Corp.

This announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a firm believes it is capable of meeting the Government's requirement and capable of providing an authorized letter to perform supply/services on this end-product, it may identify their interest and capability to the Contracting Officer within five (5) calendar days of this publication by contacting the Contracting Officer, Arneil Genus via email only at arneil.genus@va.gov. Telephone inquiries will not be accepted. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. Those interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned.

The Government will not pay for any information submitted as a result of this announcement. This special notice shall not be construed as an obligation on the part of the Government to acquire any products or services. Responses are due no later than Friday, July 17, 2026 at 7:00 PM Central Standard Time. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. If no written response is received within the closing date of this notice, a sole source award will be made to Sun Nuclear Corp. without any further notice.
