About this file
This is a Notice of Intent to Award a Sole Source contract for the procurement of medical imaging equipment. The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 12 (NCO-12) Great Lakes Acquisition Center, intends to award a firm-fixed-price sole source contract to IBA-Dosimetry USA Inc. (1510 Woodcock Street, Unit 23, London, Ontario, Canada) for the Quasar MRID3D (5.0 mm) MR Image Distortion System. The equipment will be delivered to the Radiation Oncology Department at Clement J. Zablocki Veterans Affairs Medical Center in Milwaukee, Wisconsin. The system is required for quality assurance of MRI equipment, particularly for Stereotactic Radiosurgery (SRS) applications treating brain tumors. Responses indicating capability to provide this product must be submitted to Contracting Officer Arneil Genus (arneil.genus@va.gov) by July 28, 2026, at 1:00 PM Central Time. The NAICS code is 334510 (Electromedical & Electrotherapeutic Apps Manufacturing), the Product Service Code is 6525 (Imaging equipment and supplies), and the SBA size standard is 1,250 employees.
The sole source justification is based on the Quasar MRID3D being the only MRI distortion phantom capable of meeting the technical and clinical requirements, featuring proprietary spherical harmonic algorithms for submillimeter measurement accuracy, separate B0 and GNL distortion measurements, a mineral oil-filled phantom that provides physiologic T1 and T2 values without dimensional instability, and a perpetual software license eliminating recurring annual fees. Modus Medical Devices dba IBA Dosimetry America Inc. is identified as the sole manufacturer and distributor. This notice is issued for information purposes only; if no written responses are received by the closing date, a sole source award will be made to IBA-Dosimetry USA Inc. without further notice.

DESCRIPTION
NOTICE OF INTENT TO AWARD SOLE SOURCE. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a notice of intent to solicit and award a sole source contract set forth in accordance with the Revolutionary FAR Overhaul (RFO) 12.102(a), Restricting competition.
The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 12 (NCO-12) Great Lakes Acquisition Center, intends to negotiate a sole source Firm-Fixed Price to IBA-Dosimetry USA Inc: 1510 Woodcock Street, Unit 23, London, Ontario, Canada IAW Federal Acquisition Regulation/Revolutionary FAR Overhaul 12.102. This is for procurement of the Quasar MRID3D (5.0 mm) MR Image Distortion System for the Radiation Oncology Department located at Clement J. Zablocki Veterans Affairs Medical Center: 5000 West National Avenue, Milwaukee, WI 53295-0001. The North American Industry Classification System (NAICS) for this requirement is: 334510 - Electromedical & Electrotherapeutic Apps Mfg. The Product of Service Code for this requirement is: 6525 -Imaging equipment and supplies. The Small Business Administration (SBA) size standard for this sector is: 1,250 employees.
Sole Source Justification of Quasar MRID3D (5.0 mm) MR Image Distortion System.
Rationale:
Pursuant to RFO 12.102(a), there is “only one source reasonably available” to provide the requested end-product under this acquisition.
Background
The Milwaukee VAMC’s Radiation Oncology Dept. is requesting a brand‑name only, sole‑source purchase of the QUASAR MRID3D (5.0mm) - MR Image Distortion System. The equipment and software will be utilized for quality assurance of Magnetic Resonance Imaging (MRI) equipment particularly in Stereotactic Radiosurgery (SRS) for brain tumors. This system is capable of quick setup, scan, and quantification of geometric distortions within 10 minutes. OEM, Modus Medical Devices dba IBA Dosimetry America Inc is the sole manufacturer and the sole distributor for this requested end-product. The facility would like to obtain this order asap.
Justifications:
Pursuant to RFO 12.102(a), there is only one source reasonably available to provide the required end-product under this acquisition. The QUASAR MRID3D phantom is the only MRI distortion phantom capable of meeting the technical, clinical, and operational requirements of the Radiation Oncology Department. This device offers unique and proprietary features that are not available from any other manufacturer, including:
· Use of a spherical harmonic algorithm for geometric distortion analysis, providing sub‑millimeter measurement accuracy.
· Ability to generate separate B0 (main magnetic field) and GNL (gradient non‑linearity) distortion measurements, allowing clear identification of distortion sources.
· A fully assembled phantom filled with mineral oil and equipped with a patented expansion reservoir. Mineral oil provides physiologic T1 and T2 values, avoids dielectric resonance issues at 3T and higher magnetic field strengths, eliminates the need for contrast doping of water (thereby reducing measurement error), and prevents dimensional instability because mineral oil is not absorbed by the acrylic shell.
· A perpetual software license, which avoids recurring annual fees and reduces risk of access disruptions due to funding limitations.
In addition to the typical radiology requirement for high‑quality imaging, radiation oncology applications demand exceptionally high geometric precision. Stereotactic Radiosurgery (SRS) relies on accurate MR imaging to safely deliver high doses to small intracranial lesions located near critical structures. Regular, precise assessment of MRI geometric distortion is essential for ensuring safe and effective treatment for veterans.
The QUASAR MR Image Distortion System enables rapid setup, scanning, and quantitative distortion analysis within approximately ten minutes, supporting efficient clinical workflow.
Modus Medical Devices dba IBA Dosimetry America Inc is the sole manufacturer of the QUASAR MRID3D system and there is no authorized distributor for this OEM. No other product can meet the Radiation Oncology Department’s operational and clinical requirements. Procuring any system other than the QUASAR MR Image Distortion System would introduce unacceptable clinical risk and negatively impact patient care.
This announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a firm believes it is capable of meeting the Government's requirement and capable of providing an authorized letter to perform supply/services on this end-product, it may identify their interest and capability to the Contracting Officer within five (5) calendar days of this publication by contacting the Contracting Officer, Arneil Genus via email only at arneil.genus@va.gov. Telephone inquiries will not be accepted. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. Those interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned.
The Government will not pay for any information submitted as a result of this announcement. This special notice shall not be construed as an obligation on the part of the Government to acquire any products or services. Responses are due no later than Tuesday, July 28, 2026 at 1:00 PM Central Standard Time. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. If no written response is received within the closing date of this notice, a sole source award will be made to Modus Medical Devices dba IBA Dosimetry America Inc. without any further notice.
