NOTICE OF INTENT TO SOLE SOURCE

The Department of Veterans Affairs, Network Contracting Office (NCO) 22, located at 4811 Airport Plaza Drive, Long Beach, CA 90815 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government’s intent to execute a Sole Source Award under FAR Part 13 – Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 – Simplified Procedures for Certain Commercial Items.

The intended Contractor is Redivus Health Inc. headquartered at 5440 W. 110th St., Ste. 300, Overland Park, KS 66211.

The VA Long Beach Healthcare System (VALBHCS) requires web-based software services (Chrome, Web Kit Based Browsers, and MS Edge), that can be deployed as an app on mobile devices (both iOS and Android), that provide a device-independent solution for the management of cardiac and respiratory arrests that incorporates the following capabilities and key features:

•Recommendations during cardiac arrests and respiratory arrests in alignment with the American Heart Association ACLS and PALS guidelines based on ACLS Adult and Pediatric guidelines.

•Countdown timers to inform and help guide clinicians in adherence of protocol-defined, time-based activities.

•Assist the clinician in medication dose and other calculations.

•Enable the clinician to document activities real-time during the event.

•Enable the clinician to document assessments and interventions completed prior to the documentation initiation with editable timestamps.

•Team member management including single user ownership of documentation activities, the ability for multiple team members to view the documentation and event activities in a read only mode, and the ability to transition ownership of intervention timing and documentation responsibility from one team member to another during the code.

•Print the final documentation after completion of the event.

•Data analytics dashboard with ability to review a single event of compare multiple events.

•Modularity that allows for extension to other time-critical, deteriorating patient conditions including sepsis, heart attack, stroke, and trauma.

•Application functions in situations without internet connectivity.

Key features include:

· Protocol guidance through standard practice guidelines including chest compressions, defibrillator shocks, medication administration, and assessment of patient heart rhythms and vital signs.

· Countdown timers to inform and help guide clinicians in adherence of protocol defined time-based activities, including:

- Total elapsed time of the event.

- Elapsed time of the current compression cycle.

- Elapsed time since the last administration of epinephrine.

- Elapsed time since the last administration of amiodarone.

· Assist the clinician in dose and other calculations including.

· Joules dosing based on pediatric patient weight.

· Medication dosing based on pediatric patient weight.

· Airway sizes for cuffed/uncuffed ETT, LMA or igel based on pediatric patient weight.

· Enable the clinician to document activities real-time during the event, including:

· Medication administration including epinephrine dose and administration type, amiodarone dose, and other resuscitation medications.

· Presence and administration of IV/IO central lines.

· Airway presence, type, size, depth, placement.

· Defibrillator shock activities.

· Patient vital signs captured during the event.

· IV fluids and blood products.

· H’s and T’s of ACLS/PALS checklist.

· Free text and quick-comment auto-text to capture non-codified activities.

· Team members involved the event.

· Enable the clinician to document assessments and interventions completed prior to the documentation initiation with editable timestamps.

· Metronome and audio-out features.

· Team member management including:

· Single user ownership of documentation activities.

· Ability for multiple team members to view the documentation and event activities in a read only mode.

· Ability to transition ownership of intervention timing and documentation responsibility from one team member to another during the code.

· Print the final documentation after completion of the event.

· Data analytics dashboard with ability to review a single event of compare multiple events.

The Contractor shall provide user licenses and a one-time consulting/training event for a base period of one (1) year, with four (4) additional one (1)-year option periods for user licenses.

Redivus Health Inc. is the only contractor that is capable, interested and has proprietary rights to Redivus Code Blue Software Services to meet an immediate need of code blue patient care services at this VA facility.

This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source.

The North American Industry Classification System (NAICS) for this requirement is, 541511 – Custom Computer Programming Services. Product/Service Code for this requirement is DG10 – Network as a Service. The Small Business Administration (SBA) size standard for this sector is $30.0 million.

This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.

A determination by the Government not to compete this proposed procurement based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All interested parties who are responsible, certified, and capable may identify their interest and may submit capability statement which shall be considered by the agency no later than 7:00 AM Pacific Daylight Time (PDT) on August 9, 2022 to Mark Hrycyk at mark.hrycyk@va.gov. The interested parties bear full responsibility to ensure complete transmission and timely receipt.

If respondent is or SDVOSB or VOSB, respondent is encouraged to provide proof of www.vetbiz.gov certification. In addition, SDVOSB/VOSB Contractors are asked to acknowledge that they understand the limitations on sub-contracting pursuant to FAR clause 52.219-14, Limitations on Sub-Contracting, which will be included in the impending solicitation. Further SDVOSB/VOSB contractors are asked to respond that they are capable of providing the requested services keeping within the parameters of this clause.
