About this file
This file is a Request for Information (RFI) template for the FY26 Recompete of the Electro-Therapeutic Modalities for Pain Management (ETMPM) and Transcutaneous Electrical Nerve Stimulation (TENS) Procurement Program being conducted by the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Enterprise Procurement Office (EPO), and Veterans Integrated Service Network 19. The RFI is part of a market research and presolicitation phase for a national, enterprisewide, multi-year, multi-modality procurement spanning five distinct device categories: TENS, Interferential Current (IFC), Shortwave Diathermy (SWD) Thermal, SWD Non-Thermal, and Neuromodulation devices. This template is designed to provide a standardized format for industry responses to gather market information during the presolicitation phase.
The RFI is strictly informational in nature and conducted in accordance with FAR 15.201(e), meaning it does not establish binding requirements, provide competitive advantage, or constitute Government direction. The VA has acknowledged industry fatigue following two previous extensive RFI cycles conducted on January 20, 2026, and June 25, 2026, and has incorporated questions and feedback from those cycles, the FY26 Denver Logistics Center Industry Days, and subsequent industry inquiries into an updated FAQ document. The final, enforceable requirements and formal solicitation will be issued exclusively through SAM.gov. This template serves as a tool to facilitate uniform, transparent communication with potential vendors during the market research phase prior to the formal solicitation release.

FY26 Recompete of the Transcutaneous Electrical Nerve Stimulation (TENS) Requirement with the inclusion of the new Electro-Therapeutic Modalities for Pain Management (ETMPM) Requirement Presolicitation request For Information (RFI).
Executive Summary:
The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), is initiating market research in preparation for the Fiscal Year 2026 (FY26) procurement cycle for the Electro-Therapeutic Modalities for Pain Management (ETMPM) and Transcutaneous Electrical Nerve Stimulation (TENS) Units and Accessories. This procurement effort represents a significant modernization and expansion of the VA’s national non-opioid pain-management programs. This procurement effort consolidates the requirements from the legacy contract number 36C79122D0005, which is currently suppling the TENS units and accessories, and it expands the product line to include Interferential Current (IFC) units, Short Wave Diathermy units, Neuromodulation devices, and associated electrodes, applicators, batteries, chargers, cables, and clinical-use accessories. The expanded scope of this procurement effort supports VHA’s ongoing transition toward comprehensive, evidence-based, non-pharmacological pain management solutions accessible across all Veterans Integrated Services Networks (VISNs), 168 Veterans Affairs Medical Centers (VAMCs), and more than 1,000 outpatient clinics and federal partner sites. The key objectives of this procurement are:
· Ensure uninterrupted, nationwide availability of ETMPM and TENS devices across all VA facilities.
· Standardize clinical equipment to promote consistency of care, safety, and treatment outcomes for Veterans.
· Establish stable, volume-based Firm-Fixed-Price (FFP) Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts to secure predictable pricing across the full contract lifecycle.
· Improve supply chain efficiency through centralized distribution at the Denver Logistics Center (DLS) and electronic order processing via ROES.
· Expand product availability to include device types supporting multiple modalities of non-opioid pain management.
· Reduce program risk by eliminating rental, lease, subscription, or usage-based business models that conflict with VA acquisition regulations.
· Maintain Veteran safety through FDA-compliant devices, OEM warranty standards, and strict prohibition of gray-market goods.
Contract Line Item Numbers (CLINs) & Sub-Line Item Numbers (SLINs):
1. The anticipated FY26 solicitation will include the following CLINs, which represent the primary therapeutic devices being procured, such as TENS units, IFC devices, Shortwave Diathermy devices (e.g., thermal and non‑thermal), and portable neuromodulation devices. Each CLIN corresponds to a distinct medical device with its own required performance parameters and technical characteristics. CLINs are individually priced, technically evaluated, and serve as the basis for warranty, regulatory compliance, and product performance requirements.
a. CLIN Naming Convention: The program employs clearly defined naming conventions to ensure traceability and administrative clarity as follows
i. CLINs use a four‑digit alphanumeric identifier (e.g., X001, X002).
ii. The first character of the CLIN indicates the period of performance:
a) “0” = Base Year;
b) “1–4” = Option Years One (1) through Four (4); and
c) “X” = Pre‑award or solicitation‑phase CLIN identification applicable across all periods of performance until the time of award.
d) The last three digits uniquely identify the device type.
2. SLINs: SLINs represent the accessories, components, and consumables associated with each device, such as electrodes, lead wires, chargers, and other device‑specific accessories.
SLINs may be informational only (e.g., tracking of product categories only) or priced (e.g., separately priced products for ordering of specific accessory items). SLINs inherit the universal MTRs applicable to the associated CLIN but also contain additional accessory‑specific salient characteristics for example, electrode dimensions, material requirements, gel properties, quantities per package, or skin‑sensitivity variants.
a. SLIN Naming Convention:
i. SLINs extend the CLIN with two (2) additional alphanumeric characters (e.g., X001AA, X001AB).
ii. Alphabetic SLINs (AA–ZZ, excluding I and O) are used for priced deliverables, such as the accessories associated with the CLIN.
iii. Numeric SLINs (01–99) are used for informational tracking purposes only, administrative purposes, or unpriced product categories.
iv. SLINs are always subordinate to their parent CLIN and cannot exist independently.
3. The anticipated FY26 solicitation will include the following CLINs/SLINs:
· CLIN X001 = Portable TENS Device;
· SLIN X001AA = TENS Electrodes (2 in.)
· SLIN X001AB = TENS Electrodes (2 in. x 4 in.)
· SLIN X001AC = TENS Electrodes (2 in. & 2 in. x 4 in., Sensitive Skin)
· SLIN X001AD = TENS Electrodes (Offeror Proposed Alternate Options)
· CLIN 0002 = PORTABLE INTERFERENTIAL CURRENT (IFC) Device;
· SLIN 0002AA = IFC Electrodes (2 in.)
· SLIN 0002AB = IFC Electrodes (2 in. x 4 in.)
· SLIN 0002AC = IFC Electrodes (2 in. & 2 in. x 4 in., Sensitive Skin)
· SLIN 0002AD = IFC Electrodes (Offeror Proposed Alternate Options)
· CLIN 0003 = Shortwave Diathermy Device (Thermal)
· CLIN 0004 = Shortwave Diathermy Device (Non‑thermal)
· CLIN 0005 = Portable Neuromodulation Device - For Headache Disorders
