The Department of Veterans Affairs, Veterans Health Administration (VHA), Program
Contracting Activity Central (PCAC) is conducting a market survey and is seeking potential sources for the Relocate Dialysis Minor Construction project at the Jerry L Pettis Memorial
Veterans’ Hospital in Loma Linda, CA.
PROJECT DESCRIPTION:
The Loma Linda VAMC dialysis center is currently located on the 4th floor of the main hospital posing difficulty for the Veterans when arriving for their care. Additionally, the plumbing systems have deteriorated over the years posing significant damage leading to leaks where the acidic chemicals and wastes are stored. This new building and remodel will primarily relocate the dialysis operations to the ground level of the facility with the ease of access for direct drop off to the main entrance of the new center. Additionally, this project expands the footprint of the dialysis clinic to enable an opportunity to reach and care for larger volumes of inpatient, home care, and acute care dialysis patients.
This project includes providing all labor, materials, tools, equipment, engineering, and services to construct a new 2-story 12,500 sq ft dialysis center and remodel 3,4000 sq ft of existing space within the 1st and 2nd floors. The emergency access road leading to the existing main medical center will need to be altered and rerouted according to provided drawings and specifications and the new dialysis center and remodeled spaces will need to be adjoined.
Earthwork and retaining will work will be needed for the adjacent water pond that will be impacted by the alterations of the access road. Additionally, dialysis reverse osmosis plumbing components and waste lines will be installed in accordance with the drawings and specifications. Lastly, the two-story building will be constructed to accommodate growth for all dialysis operations.
PROCUREMENT INFORMATION:
The proposed project will be a competitive, firm-fixed-price contract utilizing the design-bid-build approach (Final Specifications and Drawings will be provided). The anticipated solicitation will be issued either as a Request For Proposal (RFP) in accordance with FAR Part
15, considering Technical and Price Factors or as an Invitation for Bid (IFB) in accordance with
FAR Part 14, considering Price only. The results and analysis of the market research will finalize the determination of the procurement method.
