Veterans Benefits Administration (VBA) Indianapolis Regional Office (RO) Original Equipment Maintenance

Statement of Work October 19, 2021

1. Background:

The RO requires a comprehensive data center preventive maintenance program for critical power and cooling associated with our computer/server room. The Contractor shall provide a 24x7x365 dispatch center/desk with a single point of contact for all 24-hour service call response requests for service. The Contractor’s dispatch center/desk must be accessible by phone, text, or email. The RO also requires an 8 hour emergency response.

The computer room contains an integrated computer room rack system. The system includes integrated Uninterruptable Power Supply (UPS), Power Distribution Units (PDU), telecommunication racks, UPS, UPS batteries and associated (PDU) are contained in rack systems.

The existing computer room is constructed to comply with NFPA 75 and local codes. It is equipped with detection alarms and suppression systems including smoke detection.

In addition, a pre-action sprinkler system and associated electrical power off controls are installed in accordance with NFPA code. No windows exist in the computer room.

Input/output voltage configuration is three (3) phase, four (4) wire 120/280V input.

Based on vendor recommendation two air condition (AC) units exist. Both AC units operate 24/7 to ensure coverage if one system fails or is undergoing maintenance.

Inline rack AC units provide an alternative to the normal space concerns with separated floor mounted units. These units allow access allow access without need for ladder or step stool. Air filters are computer room grade and high efficiency.

2. Scope of Work:

The scope of services includes routine and preventive maintenance (PM) and immediate response to service calls. The Contractor shall provide all supervision, labor, administrative support, materials, tools, parts, supplies, equipment, and transportation necessary to fulfill all the requirements of this Statement of Work (SOW) effectively and efficiently. The Contractor shall be responsible for performing all routine maintenance and repair work required to maintain the ESS in the condition prescribed by the original equipment manufacturers recommended guidelines and/or warranty requirements where the warranty remains in force. The Contractor shall work closely with the Office of Information Technology (OIT) team.

The RO also requires certified service personnel to conduct repairs in the event of a problem, as well as two scheduled preventive maintenance service visits providing a comprehensive visual, environmental, and operational inspection of the system to ensure components are performing to defined technical and environmental specifications.

3. Requirements:

A. The preventive maintenance agreement shall include:

- 8 Hour Emergency Response

- Maintenance is to be performed during normal business hours

- Parts (including batteries/capacitors when necessary), labor and travel

B. UPS Service Program should include the following:

- Annual full UPS maintenance inspection-normal business hours

- Parts (including batteries/capacitors), labor and travel

- Next business day emergency response

- Proprietary firmware upgrades

- Access to OEM parts chain

- Proactive part replacement per manufacturer recommendations

- Access to APC technical support

C. ACRD200 In-Row Cooling Program should include the following:

- Semi-annual full cooling inspection

- Parts, labor, and travel

- Next business day emergency response

- Proprietary firmware upgrades

- Access to OEM parts chain

- Proactive part replacement per manufacturer recommendations

- Access to APC technical support

4. Place of Performance:

5. Period of Performance:

Base Year: Effective date of award to February 03, 2022. Contract will include four (4) option years. The Government reserves the right to exercise an option or cancel

3/3 contract after the base year. If exercised, these option years will be established and funded by the applicable fiscal year.

6. Contract Administration of Task Order:

The on-site OIT Supervisors will serve as Government Project Officer (GPO). They will provide general instructions on limitations and deadlines, and is responsible for the administration of the task order in compliance with the contract to include inspection and acceptance of deliverables. Changes and modifications can only be authorized by a warranted Contracting Officer.

7. Cancellation of Services:

The Government reserves the right to cancel whole or in part services or the entire task order. Cancellation will be communicated and executed by issuance of a supplemental agreement modification to the task Order in accordance with the terms and conditions of the providers GSA Federal Supply Schedule.

8. Billing:

1. Services performed under this contract will be billed monthly.

2. The contractor shall provide an invoice that will include:

i. Contract Number

ii. Company Name and Address

iii. Invoice Date

iv. Invoice Number (Note: Each invoice must have a different Invoice

Number)

v. Description of items/services provided as well as referencing the appropriate Contract Line-Item Number (CLIN). This way the proper CLIN can be billed for the Invoice.

vi. Terms for any discount for prompt payment

vii. Name, title, and phone number of company’s point of contact to notify in case of a defective invoice

This contract is contingent on the availability of funds, and can be modified or ended due to convenience of the government.
