About this file

This is a Statement of Work (SOW) for Architect/Engineering (A/E) services related to roof replacement and facade leak repair at the James J. Peters VA Medical Center in Bronx, New York (Project No. 526-23-132). The A/E contractor must perform design phase services including site investigations, schematic design, design development, and construction documents for three buildings: the Chapel Building (Building 107), CLC Building (Building 106), and Research Building (Building 105), encompassing approximately 59,000 square feet of roof area. The primary scope addresses water penetration issues in the Chapel building during heavy rainstorms, requiring the contractor to propose solutions that may include brick repointing, roof retiling, waterproofing membrane replacement, beam repairs or replacement, flashing installation, and structural assessments. The contractor must deliver 35%, 65%, and 100% milestone drawings and specifications within 60–120 days from Notice to Proceed, with an estimated total completion time of 266 calendar days.

The contractor must supply all materials and equipment (boom lifts, scaffolding, probe equipment, sealants, tools, etc.), coordinate with relevant building disciplines, ensure compliance with GSA PBS P-100, IBC 2021, ASHRAE 90.1, NFPA 101, and local New York building codes, and develop specifications per CSI MasterFormat Division 07. Deliverables include AutoCAD and PDF drawings, technical specification books with 20-year system warranty requirements, detailed construction cost estimates using RSMeans, value engineering options, and all submissions through Autodesk Build platform. The contractor must provide background checks for site access, maintain NY state licensure, and comply with VA safety standards. Preference is given to firms with NYC Department of Buildings QEWI/QRWI certification (Local Law 11), requiring registered professional engineer status with minimum three years of structural engineering experience. All contractor staff accessing the Autodesk Build platform must complete required training within 12 calendar days of access grant.

STATEMENT OF WORK

ARCHITECT / ENGINEERING SERVICES

PROJECT NO. 526-23-132 RESEARCH BUILDING, CLC BUILDING AND CHAPEL FAÇADE LEAK REPAIR AND ROOF REPLACEMENT

JAMES J. PETER VA MEDICAL CENTER

130 WEST KINGSBRIDGE ROAD

BRONX, NY 10468

BACKGROUND:

The Chapel building of the James J. Peters Veterans Affairs Medical Center, 130 West Kingsbridge Road, Bronx, New York 10468 is currently seeking a Registered Architect or Structural Engineer to perform a design phase of the building’s façades leak repairs and roof replacement, waterproofing membrane, structural beam, brick, or other layers of the wall. The Chapel building (Building 107) is located on the west end of the main entrance, and the exterior facade in question is near the connection point between the Chapel building and the CLC building (Building 106). The Research Building (Building 105) is also in need of a roof replacement instead of the patch repairs that have been done throughout its’ life span. The approx. total square footage is 59,000 sqft for all roof replacements.

The main cause for concern is that during heavy rainstorms, rain penetrates the building from either the roof or the northeast corner and travels directly through the building envelope into the first floor damaging several rooms located in the Occupational Health area (Building 107). The interior of the chapel wall is spalling. Probes were completed in the wall to detect the main cause of this water leakage.

The chapel building is antiquated and will therefore require any choice of means and methods (scaffolding, piping, boom lift, etc.) to bring contractors up to the area of concern on the exterior (the 3rd floor/the chapel roof).

The completed probe report resulted in a detailed explanation of the condition of the interior wall and its membrane. The contractor shall propose a plan to curb this water leakage issue, which may include but is not limited to: repointing of brick, a retiling of the roof, replacing brick, replacement of the waterproofing membrane, a fix of the shelf angle of any beams, replacing the beam which connects Building 106 and 107, flashing, or other viable options the contractor decides.

The C&A requirements do not apply, and a Security Accreditation Package is not required.

INSPECTIONS

1. The A/E contractor shall be provided with building access by the contracting Officer Representative to inspect and review the existing roofs.

2. The A/E contractor shall review the gutters and downspouts of each building and assess if corrections are required.
