1.0 SCOPE OF WORK

A. The A/E shall develop all Space Programs, Schematic Design, Design Development, Construction Documents, Construction Administration Services, Technical Specifications, and Cost Estimates, for the "Renovate 1st Floor Registration Area and Restrooms” Project at the Veterans Affairs Medical Center (VAMC), Erie Pennsylvania.

B. The proposed project consists of the renovation of the existing registration area, restrooms, circulation area and support spaces on a portion of the First Floor of Building 1. The renovation of the restrooms shall include new fixtures, partitions and finishes. The A/E shall consider in their design, the need to demolish the non-structural wall between the existing Atrium and the Main Project Area, to open-up and integrate the renovated Registration Area to the Atrium/Lobby. There are existing structural columns, within this wall, that will remain in place. The A/E shall also evaluate the possibility of the Registration Area extending somewhat to the Atrium/Lobby area, if by doing this, it benefits the overall design and the visual and physical connection between the adjoining spaces. The Project shall also include the renovation of the valet entrance area, to be considered as a Base Bid Deduct. This project should relate to the design features established on the ongoing Consolidate Primary Care project, such as circulation patterns, materials, finishes, lighting and others, so that the project ends up blending seamlessly with the ongoing one. Refer to Attachments 1 and 2, provided as reference, showing the location and relationship between the areas to be remodeled and the nearby areas. Attachment 1 shows the project areas, as related to existing conditions and Attachment 2 illustrates the project areas, as related to a schematic diagram for the Consolidate Primary Care project. The Main Project area is approximately 2,318 sq. ft. and the valet entrance area approximately 605 sq. ft. The Project shall also consider equipment and furniture planning, as well as all required Site preparation needed to deliver a fully functional project. Deliverables to consist of Schematic Design Drawings, Design Development Drawings, Construction Drawings, Narratives, Presentation Boards, Estimates, Specifications and other documents as described later in this Scope of Work.

C. As part of their services, the A/E shall engage in meetings and conversations with Erie VAMC authorized representatives to develop a Final Space/Design Program, based on this Scope of Work (SOW), information from the aforementioned meetings and applicable VA Design Guides. Some of the proposed Design Components mentioned above, could be adjusted and/or modified, as a result of this programming process.

D. The A/E shall contemplate at least two design options, taking into consideration major features and systems, and provide recommendations to the VA, regarding which options they consider to be the best and why. The A/E shall provide sufficient data and information to allow the VA to compare, and contrast the different design options, features and systems, so that the VA can arrive at their own conclusions. The information provided shall include, but is not limited to, the following: pros and cons of the design options, features and systems; initial construction costs; maintenance activities and costs; life cycle costs; and expected life spans.

E. The A/E design process shall also include the development of a detailed furniture plan, which will be part of the entire design submission process. This will require working with the Erie VAMC Interior Designer to coordinate an appropriate furniture and fixtures layout, and assure that the space is designed for, and accommodates the planned furniture and fixtures. Furniture items, such as chairs, sofas, desks and modular stations would not be considered as part of the budgeted construction price.

F. The A/E shall design and coordinate all necessary project systems and connections, including but not limited to architectural, structural (if required), mechanical, electrical, telecommunications, fire protection, plumbing work, drainage, etc., so that the end-result is a fully functional project. The A/E shall provide complete and fully coordinated construction documents, that take care of all the different trades, and the coordination between trades. The A/E shall also coordinate the different trades with the actual physical space available in the Project area.

G. The A/E shall incorporate in their documents, phasing considerations required to perform this work.

H. The A/E shall be responsible to review and document all existing conditions in the Project area and other areas that directly affect the Project. This shall include all existing utilities, systems and structures. Drawings showing architectural and other features of the affected building, are available in files at the Engineering Service, VA Medical Center. These drawings are not expected to be accurate in all respects, and the A/E is responsible to verify all features affecting the project by field investigation. All existing conditions, shown on drawings furnished to the A/E by the Erie VAMC, shall be verified by the A/E. The A/E firm shall be responsible for its independent assessment of existing conditions and dimensions.

I. As part of their responsibilities, the A/E shall provide comprehensive existing conditions and demolition drawings, showing all non-structural walls to be demolished, items or fixtures to be removed, utility systems to be removed, existing chases to remain if applicable, components to remain, and any other related work required to allow for the new Project to be built as designed. Special considerations should be taken, to assure that no abandoned utilities shall remain in the Project area. These drawings should be based on proper Site investigation, as indicated in Section 1.0.H of this SOW.

J. The A/E shall be required to develop all documents utilizing BIM software in order to provide a computer 3D model, and prepare various 3D renderings to present to the VA throughout the design phases, to adequately represent, among others, the following: interior spaces; public areas; office space; wayfinding; materials; lighting, etc. Refer to Sections 2.0.H, 2.0.I and 2.0.J of this SOW., for additional information regarding BIM requirements.

K. The A/E shall design and develop the Project to follow LEED® Silver Certification goals and standards. The A/E doesn’t have to get Demonstrable LEED® Silver Certification for the Project. The A/E shall provide the Erie VA information and documentation of the measures, considerations and decisions made to follow the aforementioned goals and standards, on the Narrative portion of each Submission. This information should be continuously updated throughout the Submission process.

L. Enhanced Commissioning - The VA may employ a third-party commissioning agent to follow Federal Mandates requiring whole building commissioning and enhanced commissioning requirements. The commissioning authority, if employed, will verify performance of building components and systems to ensure design requirements are met; develop a commissioning plan; verify inclusion of commissioning requirements in construction documents; verify installation and performance of commissioned systems (testing and system monitoring), operation & maintenance manuals and training; and produce a commissioning report. The A/E team shall work with the commissioning agent throughout the design and construction process to assure all sustainable objectives are met. For further information, reference the “Federal Leadership in High Performance and Sustainable Buildings Memorandum of Understanding”.

M. Integrated Design – Use a collaborative, integrated planning and design process that initiates and maintains an integrated project team in all stages of a project planning and delivery. Establish performance goals for energy, water, materials, and indoor environmental quality along with other comprehensive design goals and ensures incorporation of these goals throughout the design and lifecycle of the building.

N. The A/E shall develop their design and construction documents, based upon a projected construction cost of $885,335. The A/E shall also develop phasing plans, as necessary.

O. All work shall be coordinated with upcoming and current projects to prevent any duplication of efforts, especially with the current “Consolidate Primary Care Project”, which is adjacent to this one. New design shall be accomplished in accordance with latest VAMC guidelines, codes and specifications.

P. Designs shall comply with all applicable VA Design Standards, VA Design Guides and VA Design Manuals, including but not limited to VA HVAC Design Manual; VA Sustainable Design Manual; VA Barrier Free Design Standard PG-18-13; Room Finishes, Door, & Hardware Schedule Program Guide PG 18-14; Architectural Design Manual; Interior Design Manual, among others, and also with IBC, IECC, IFGC, IMC, IPC, NFPA, NEC, EPA, OSHA, ANSI, ASHRAE, JCAHO, ADA and other applicable Federal, State and Local code requirements.
