About this file
This is a Statement of Work (SOW) for the Department of Veterans Affairs Veterans Health Administration (VHA) requiring a commercial, web-based subscription to the OVID High Impact Collection (also known as LWW High Impact Collection) of journals. The contractor must provide enterprise-wide access to all VHA network sites through IP address authentication, supporting an unrestricted number of simultaneous users with immediate access from any web-enabled computer within VHA, including remote users with VPN access. The performance period is June 22, 2026 through June 21, 2027, with journals maintained at current issue levels with no embargo periods and continuous incremental content updates.
The contractor is responsible for ensuring Section 508 compliance, providing comprehensive technical support and customer service nationwide with a single point of contact answering questions within two business days, and delivering usage statistics at IP and enterprise levels. The product must be accessible via multiple mobile devices including Apple and Android platforms, provide unlimited enterprise-wide access without geographic or concurrent user limitations, and deliver full-text articles in PDF format along with online-only supplements and images. This is associated with a pre-solicitation (Sources Sought/Request for Information) for a planned Firm-Fixed-Price single-award contract, with the VA evaluating potential small business set-asides and requesting interested vendors to provide company information, points of contact, and small business program eligibility.
