About this file
This is a Statement of Work (SOW) for the Department of Veterans Affairs Veterans Health Administration's procurement of a Joanna Briggs Institute (JBI) Evidence Based Practice (EBP) Database subscription for FY26. The VA seeks a commercial, off-the-shelf, web-based electronic subscription to the JBI EBP database, which provides comprehensive medical, nursing, and health science resources including evidence summaries, recommended practices, best practice information sheets, systematic reviews, and consumer information. The primary objectives are to ensure uniform availability of high-quality knowledge-based resources across the VHA system nationwide, improve clinical decision-making at the point of care, capitalize on economies of scale through centralized purchasing, and reduce contracting efforts currently required at facility and VISN levels.
The contractor must provide unrestricted simultaneous access for all authorized VHA users across 153 medical centers via IP address authentication for on-site users and Athens authentication for remote VPN users, eliminating the need for individual usernames and passwords. Critical requirements include 24/7 system accessibility with minimal downtime, Section 508 compliance (or remediation within 12 months), compatibility with Internet Explorer and other standard browsers on Windows environments, mobile device accessibility (Apple and Android), user-friendly navigation and help features, personal account creation capabilities, enterprise-level usage statistics, a single point of contact for customer service with two-business-day response times, and the ability for authorized users to share and email clinical content among VA colleagues. The performance period is one year from award plus four optional one-year periods exercisable at the Government's discretion. The solicitation (36C24C26Q0040) is being conducted under FAR Part 12 for commercial products and services.
