This Statement of Work outlines requirements for the EHRM Infrastructure Upgrade Project #693-22-700 at the Wilkes Barre VA Medical Center. The project involves constructing a new data network campus-wide, including building a new data center, renovating over 25 telecom rooms with network equipment and climate controls, installing 6,000+ CAT 6A network cables, constructing underground ductwork systems, and installing fiber optic cables. The contractor must provide all labor, materials, tools, equipment, permits, testing, and reports.

Key requirements include working within VA infection control practices (Class III/IV precautions), submitting construction schedules within 90 days of notice to proceed, coordinating utility shutdowns two weeks in advance, and completing work during normal business hours (8:00AM-4:30PM Monday-Friday) unless facility impact requires after-hours scheduling. The project requires OSHA safety certifications (30-hour for superintendents, 10-hour for other personnel), VA ID badges for all contractors, and comprehensive project closeout documentation including as-built drawings and system testing reports. The related pre-solicitation notice indicates this will be a firm-fixed-price contract worth $20-50 million, with an estimated duration of 548 calendar days, planned for advertising in April 2025.
