STATEMENT OF WORK
Description of requirement: Elsevier Web-based E-Learning Courses for Clinical Skills is a digital solution and tool for Clinical decision support and professional education.
How It Works: Users access VA LNO purchased 3rd party learning management system.
Actual Elsevier E-learning Course Users: Medical Instrument Techs, nursing staff, respiratory therapists, ancillary testing coordinators, point of care testing users, intermediate care technician, telemetry technicians and any additional clinician can utilize all program features while all Phoenix VA employees have access.
1. Justification: Upgrade current Clinical Skills Package to assist with compliance mandates, improve efficiency of costs relate to clinical staff competency completion and tracking, enhance delivery of standardization of evidence-based practice, and provide additional digital tools to promote patient safety, professional development and clinical decision support.
2. Product Specifications: Compatible with Google Chrome version 53.0 or higher, Microsoft Edge, Windows Media Player 9.x or higher, and Adobe Acrobat Viewer.
3. Confidentiality and nondisclosure: This equipment does not connect to a VA network.
Therefore, in accordance with Appendix A, Handbook 6500.6 Checklist, block 6, the C&A requirements do not apply to this requirement, and a Security Accreditation Package is not required. This equipment does not hold or store patient information.
4. Appendix B: The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security as delineated in this contract.
5. Appendix C: VA will own this equipment. If vendor needs access during delivery, assembly, install or repair, the contractor shall be escorted by a VA employee to ensure there is no exposure to VA sensitive information. If the contractor is required to be on site for more than two consecutive days, VHA Privacy Training, TMS Course VA10203, is required and available at https://www.tms.va.gov/SecureAuth35/. The contractor will provide all consumable supplies necessary for training and competency assessment of hospital staff. Proof of training will be provided to the COR upon request.
6. Place of Performance: Compilation of instruction material will be completed at contractors’ site.
Online content will be accessed from Phoenix VA Healthcare System.
7. Period of Performance: This is a one-year service contract, with options for 2 (two) additional years.

8. SCOPE SCHEDULE OF SUPPLIES/SERIVCES
The intent of this Request is to award a Base Year Plus Two (2) Option Year service contract for Elsevier Web-Based E-Learning Courses for Clinical Skills Package for the Phoenix VA Healthcare System, 650 East Indian Road, Phoenix AZ 85012, in accordance with all terms and conditions outline herein. The Contract period shall be for a Base Year with the Government’s option to award two (2), one (1) year option periods.

9. ORDERING: It is the intent of the Government to make multiple awards; task orders shall be issued based on the availability of the contract that is most advantageous to the Government. The warranted Contracting Officer is the only individual authorized to place orders against this contract. Orders shall be placed on an as needed basis, either by issuance of individual purchase/delivery orders or verbal orders and may be transmitted electronically, via mail, faxed or in any manner consistent with accepted commercial business practices. Each purchase order shall contain, at a minimum, the product(s) and quantities required.
Each awardee will be provided a fair opportunity to be considered for each order.
The Contractor shall have the capability of receiving orders via facsimile transmission and shall specify that number below. The Contractor shall also provide a telephone number and name/title for any ordering assistance that may be required. Include area code for all numbers.

10. PATIENT CONFIDENTIALITY: The Contractor shall ensure the confidentiality of all patient information and shall be liable in the event of breach of confidentiality. Contractor will be provided patient’s name and four-digit number assigned to each patient. That information shall not be disclosed. Patient information will be transported via locked transport bags. The Contractor will be required to sign a Business Associate Agreement (HIPAA) to that effect.
7. SMOKING POLICY: Smoking is not permitted within or around the VA facility grounds, except in designated areas.
8. PARKING: It is the responsibility of the contract personnel to park in the appropriate designated parking areas. Parking information is available from the VA Police and Security Service. The VA facilities will not invalidate or make reimbursement for parking violations of the contractor's personnel under any circumstance.
9. PACKAGING: Any product(s) for delivery shall be place in packaging of protective quality to ensure that the product is undamaged during handling.
Documented proof shall be submitted to the Contracting Officer with the Vendor’s quotation.
11. NATIONAL HOLIDAYS: National holidays observed by the Federal Government:

If a holiday falls on Sunday, the following Monday will be observed as the National Holiday. When a holiday falls on a Saturday, the preceding Friday is observed as a National Holiday by U.S. Government agencies. Also included would be any day specifically declared by the President of the United States of America as a National Holiday.
