Statement of Work

Eastern Colorado HealthCare System Rocky Mountain Regional VA Medical Center

1. Purpose:

1.1 The Department of Veterans Affairs, Eastern Colorado HealthCare System, Rocky Mountain Regional

VA Medical Center (RMRVAMC) is requesting a Firm‐Fixed Contract for the delivery of combination medical refrigerator/freezers. Quantities requested are specified in paragraph 2 of this document.

1.2 This acquisition is in support of the activation of two (2) Community Based Outpatient Clinics

(CBOCs), Lt. Col. John W. Mosley VA Clinic (Aurora) and Castle Rock Outpatient Clinic.

3. Salient Characteristics

Combination Lab Refrigerator/Freezer o 18 cubic ft capacity o Temperature Range: approximately 2°C to 8°C for refrigerator and 0°C to ‐23°C;

adjustable temperature control o Refrigerant: R290 o 2 doors o 2 adjustable shelves each in refrigerator and freezer o Stainless Steel o Automatic Defrost o Locking Casters o Exterior Dimensions: approximately 27.5” x 34” x 84” o Electrical requirements: 115V/60 Hz o Must be medical grade, capable of storing pharmaceuticals or lab samples o Must be available for delivery by March 2025

4. Delivery:

4.1 Delivery will be made within 30 days of award unless specified differently within the scope of the contract. Vendor must be able to deliver by March 2025.

4.2 Contractor shall deliver all equipment and supplies to the following address:

4.3 Delivery Hours of Operation: Monday – Friday; 0700hrs – 1500hrs; excluding all Federal Holidays and any other day specifically declared a National Holiday by the President of the United States.

4.4 When one of the above designated legal holidays falls on a Sunday, the following Monday will be observed as a legal holiday. When a legal holiday falls on a Saturday, the preceding Friday is observed as a holiday by US Government Agencies.

4.6 Delivery Markings: Contractor shall deliver items in manufacturer's original sealed containers with manufacturer’s name marked thereon. Deliveries shall be marked with the following information:

4.7 Delivery Schedule: Items shall be delivered no later than October 31, 2024.

5. Operation and Maintenance Deliverables:

5.1 Operation and Maintenance Manuals:

5.2 Binders and Digital Copies for all equipment specified in this statement of need.

5.3 Deliver compilation of all manufacturers recommended maintenance schedule and operation materials packaged in binder (s) to the POC as specified in this statement of need.

6. Security Requirements:

6.1 Security background checks are not required.

6.2 The Contractor will not have access to VA Desktop computers they will not have access to online resources belonging to the government.

6.3 The Contractor will not have access to protected Patient Health Information (PHI), nor will they have capability of accessing patient information during the services provided to the VA and if removal of equipment from the VA is required; any memory storage device will remain in VA control and will not be removed from VA custody. All research data available for Contractor analysis is de‐identified.

6.4 The C&A Requirements do not apply.

6.5 The Security Accreditation Package is not required.
