BRONX, NY 10468
INTRODUCTION
The James J. Peters VA Medical Center located in the Bronx, NY has a need to hire a qualified A/E to complete a design for the Replace Air Handlers Phase 5 project. The Replace Air Handling Unit (AHU) Phase 5 shall replace sixteen (16) AHUs and associated equipment, controls, overhaul space in the 2D wing, make repairs to the AHU mechanical spaces, replace chiller riser pumps and associated equipment, install steam generators, repair AHU-35 and its heat recovery wheel repairs, BMS integration, flooring repairs and upgrades. The A/E shall work with all stakeholders to ensure the project phasing does not impact patient care. The design shall ensure that Medical Center sustains continuous operations and will require the need of a temporary AHU during construction.
GENERAL SCOPE
1) Provide a thorough and complete design for Air Handlers Phase 5. The A/E shall replace the AHUs, replace all the sensors, integrate into the current BMS system and front end, add steam generators for humidification, replace the controls to new and include 25% spare capacity. The BMS integration shall be similar to the architecture of the units shown. The AHU upgrade shall include the installation of new equipment and sensors, if needed. The AHU design shall include energy conservation measures to best reduce overall energy consumption. The AHU design shall take maintenance and access considerations. The AHUs to be included in the Phase 5 project are as follows;

2) Overhaul the mechanical space for all sixteen (16) AHUs listed in Table 1. The overhaul shall include repairing all flooring, pads, floor drains, replacing mechanical space door, upgrading lighting, and replace the AHU louver. Include Stonhard flooring replacement/installation in all the mechanical rooms. This includes the Mortar and Coating system. The flooring replacement/installation shall include all subflooring repair. Replace or repair all pads.
3) Therapeutic Pool building 110’s H&V unit shall be designed in accordance with VA design guides and TIL. The Pool Water heating system shall also be upgraded to meet current design VA design guides and TIL. Both systems shall be able to work amicably to meet the desired setpoints and not conflict. The H&V Unit ducting shall be included and all the exhaust fan system. The ceiling grid and lighting system shall be upgraded in order to support the new ducting design. Any system involved with the ceiling grid will need to be modified in order to accommodate the ceiling grid design.
4) Provide a complete design in the 2D wing to support two procedure rooms in accordance with VA design guides and TIL. Design Intent Drawing #1 provides details to location and intended outcome.
5) The Building Management System (BMS) was installed and commissioned in August 2022. The BMS system reused the existing sensors and probes. The AE will review and replace all the sensors and probes for all the AHUs in Table 1. The sensors include all sensors needed for the AHU to operate properly.
6) The AE shall investigate and provide a repair for AHU-35’s energy recovery wheel. The current wheels are inoperable and need a solution. A design for a different system can be an option.

7) Provide a design to replace in kind all the chilled water riser pumps. The replacement shall include the pump-motor assembly, isolation valves, strainers, check valves, Variable frequency drives (VFD), new equipment pads and resilient mounts, and immediate pipe. The riser pumps include, A, B, C, D, E, F, G, building 105 (research), and Building 106 (CLC). Each riser contains two sets of pump-motor assemblies. The design shall also include one (1) VFD per pump-motor assembly.
8) The A/E shall use the Energy Savings Performance Contract’s intent for AHU/BMS control. If there is a large energy delta, the VA will need to notify the ESPC awardee of the changes so that the energy model is updated.
9) The A/E shall make provisions in the design with enough information for Lock Out Tagout (LOTO) of the new AHUs listed in Table 1. The Medical Center updated the LOTO program to include aluminum tags and procedures for each AHU. A copy shall be provided during design for uniformity.
10) Integrate with new controls the following HVAC units into the existing BMS FX80;
