About this file
This Statement of Work (SOW) defines the scope for complete design services to renovate the 15th Floor of Building 200 at Edward Hines Jr. VA Hospital, a 20,000 square foot space that has been unoccupied for over a decade. The project involves transforming the floor into single-occupancy inpatient rooms for Acute Care with isolation capability and a Bronchoscopy procedure suite with supporting rooms, addressing five FCA deficiencies related to interior finishes, windows, accessibility, and lavatory infrastructure. The 15th floor is the top floor of a 15-story cast-in-place concrete structure built in 1968; hazardous materials were previously abated and interior demolition is currently underway to leave only structural and critical elements.
The A/E firm must deliver comprehensive design services across three CLINs over an estimated 922 calendar days. CLIN 1 (Investigation) requires 90 days to assess existing conditions of the 14th-16th floors and roof, investigate utility systems, test the pneumatic tube system, and evaluate locations for a new AHU and additional services (Sleep Lab, Observation Unit, Ultrasound, Microbiology Lab). CLIN 2 (Design) spans 393 days and includes development of minimum three schematic design options at 30%, followed by 60%, 90%, and 100% design phases with final construction documents labeled "Issued for Bid." CLIN 3 covers bidding, construction administration, and closeout services over approximately 529 estimated calendar days, including weekly site visits, RFI review, shop drawing approval, and delivery of as-recorded drawings in Revit 2024 and PDF formats. The estimated construction contract price is $14,501,600, with A/E design fees subject to the 6% statutory limitation under VAAR 836.606-71. The design must comply with VA Design Guides, VA Technical Information Library requirements, current accessibility standards, Energy Star equipment, ASHRAE standards, and include BIM coordination, progressive deductive alternates reducing construction cost by approximately 20%, and integration with existing JCI Niagara 4 building automation controls. Cost proposals must be divided by CLIN with detailed narratives including staff assignments by discipline and hourly rates, itemized meetings and site visits with travel breakdowns, and are subject to COR verification via pay stubs. The project point of contact is Amanda Logan, Healthcare Engineer, Project Planning Section, Engineering Service at Edward Hines Jr. VA Hospital.

A) Mission
Engineering Service’s mission is the total oversight and management of the Environment of Care as it pertains to the physical infrastructure and base plant operations at the Edward Hines VA Hospital. Engineering support is for customers that include, but are not limited to, patients, visitors, clinic staff, and administrative employees.
B) Goals
The goal of this project is to provide complete design services to renovate the 15th Floor of Building 200. Building 200 is the main hospital building at the Edward Hines Jr. VA Hospital.
C) Current Conditions
Edward Hines Jr. Veterans Affairs Hospital provides primary, extended, and specialty care services. Building 200 is a 15-story tower that provides clinical space, bed space, surgery bays, and supporting functions. Building 200 was constructed in 1968 and is a cast-in-place concrete structure.
The 15th floor of Building 200 is approximately 20,000 SF. It has been unoccupied and out of service for over a decade due to previous water damage. Since then, the roof has been replaced.
The floor was abated from all hazardous material as a part of project 578-23-011 Task Order C in 2024. The floor is currently undergoing interior demolition within project 578-23-013 Task Order D. The scope of project 578-23-013 is to demolish unnecessary or obsolete building elements that leave only (or as close as possible) structural or critical elements.
578-25-002 Renovate 15th Floor of Building 200 2
D) Justification
The 15th-floor design serves as the first step for a sequential renovation plan, relocating inpatient services and creating a continuous workflow for renovating other floors in Building
200. The pandemic in 2019 highlighted limitations in the hospital's ability to implement effective inpatient isolation protocols while maximizing bed availability due to its predominantly double-occupancy patient rooms. The 15th floor of Building 200 is currently unoccupied and undergoing demolition, which offers ideal, unobstructed conditions for designing the renovation to satisfy the VA’s design criteria for single occupancy rooms. Since the 15th floor is the top floor in Building 200, it provides ideal access for ventilation and exhaust opportunities. This project will allow the VA to design the 15th floor into single occupancy inpatient rooms capable of isolation for Acute Care and a Bronchoscopy procedure room.
This project will correct the following FCA deficiencies:
1) #161422 Interior Finishes for the 15th floor are in below average condition and require replacement. FCA Grade of “D”.
2) #161423 Interior Finishes for the 15th floor are in below average condition. FCA
Grade of “D”.
3) # 363911 Several windows were removed and blocked in with plywood on the 15th floor. FCA Grade of “D”.
4) #110755 The 15th Floor requires renovations to make the floors accessible.
Unrenovated areas lack accessible public toilets, patient accessible toilets, stair compliance issues, and substantially fail to provide accessibility in all areas except elevator service. FCA Grade of “D”.
5) # 241061 Lavatory counters in former patient rooms on the 15th floor are plastic laminate which is peeling from its substrate and appears not to have required accessible clearance; suggest counter tops be replaced with accessible solid surface countertops. FCA Grade of “D”.
E) Objectives
The objective of this project is to have the A/E provide complete design services to Renovate the 15th floor of Building 200.
1) Investigate the existing conditions of the 15th floor and roof of Building 200.
2) Evaluate locations on the roof and 16th floor penthouse as options for new AHU and ventilation/exhaust opportunities.
3) Investigate the rooms, spaces, and departments above and below the existing the 15th floor.
4) Develop a detailed design to renovate the 15th floor to meet requirements for inpatient, single occupancy, Acute Care rooms capable of isolation.
5) Develop a detailed design to build a Bronchoscopy procedure room with supporting rooms around it on the 15th floor.
6) Determine which proposed services may be capable of utilizing any remaining space on the 15th floor.
578-25-002 Renovate 15th Floor of Building 200 3
7) Evaluate the existing pneumatic tube system that focuses on the functional and operational needs of the floor based on the workflow of the designated services to occupy the floor.
