About this file

This is a Statement of Work for a construction project to replace morgue freezers at the James J. Peters VA Medical Center in Bronx, New York (Project No. 526-20-508). The work consists of two phases: Phase 1 involves the complete demolition and replacement of the Blue Morgue with a new unit featuring a 9-foot ceiling height, chilled water-fed compressor system, backup once-through potable water drain, new floor drains, lighting, electrical controls, and TempTrak-compatible temperature monitoring. Phase 2 covers replacement of the Main Morgue with increased interior dimensions (12' x 19'6" x 9'), matching redundant compressor and unit cooler systems, remote video monitoring and control capabilities, new window at door entrance, and installation of a sink in adjacent Corridor G2-61. Both phases require demolition and heavy construction during off-hours and weekends, asbestos abatement per design documents, Stonhard urethane mortar flooring systems, new electrical subpanel (PE2GA Section 4) with 200-amp main breaker fed from existing Panel P2GA Section 3, and ICRA Class IV infection control containment with hard barriers and negative pressure machines.

The contractor must furnish and install specified equipment including two MOPEC Lift Isometric JD5000 units, multiple stainless steel four-tier racks, four condensing units with corresponding coolers, new Motorola Avigilon dome cameras with CAT6A cabling and fiber optic integration into the facility's existing Avigilon platform, and stainless steel enclosed Square D disconnect switches. The project requires coordination with concurrent HVAC construction, VA IT/Biomedical/Safety teams, and Facilities Management to minimize operational disruption. Deliverables include MS Project schedules within 45 days of Notice to Proceed, updated floor plans and MEP diagrams, commissioning and testing reports, as-built drawings in digital and printed formats, manufacturer submittals, and training manuals for VA staff. The estimated project completion time is 365 calendar days, and the contractor must assign a dedicated full-time site superintendent and Project Manager with minimum five years of experience in electrical/mechanical trades. All work must comply with NEC 2020, NFPA 70, VA Master Specifications, and local codes, with final inspection conducted jointly by the contractor, VA Contracting Officer's Representative, using agency, and end users. The contractor is also required to use the VISN 2 Autodesk Construction Cloud platform for all project communications, submittals, and collaboration, with staff completing required training within 12 calendar days of access.
