About this file

This is a Statement of Work (SOW) for the Leadership Assessment Platform component of the ILEAD (Integrated Leadership and Education Assessment Development) Vocational Occupational Assessment initiative. The SOW outlines requirements for developing and implementing a comprehensive leadership assessment platform designed to evaluate vocational occupational competencies for the Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 9 (VISN 9).

The platform must provide assessments across multiple leadership and occupational domains, with capabilities to measure competency levels, track individual and organizational performance, and generate detailed reporting analytics. Key deliverables include the development of assessment instruments aligned with established competency frameworks, a secure web-based or cloud-based platform for administration and scoring, training materials for end-users, and ongoing technical support. The SOW emphasizes the importance of user-friendly interface design, integration with existing VA systems where applicable, data security compliance with federal standards, and the ability to accommodate multiple user roles and access levels. The contractor shall conduct validation studies to ensure assessment reliability and validity, provide documentation of all assessment methodologies, and support implementation across the VISN 9 network. Timeline and specific performance metrics for platform deployment, user adoption, and customer satisfaction are to be established through negotiations with the contracting officer, with the primary objective of delivering a fully operational leadership assessment system that supports workforce development and organizational effectiveness initiatives within the Veterans Health Administration.

1.0 TITLE OF PROJECT:

Vocational Assessments

2.0 BACKGROUND:

The VA Institute for Learning, Education and Development (ILEAD) provides educational services and instruments to the Veterans Health Administration (VHA). One of the services ILEAD provides is talent management; the team that oversees this service has determined that access to a skills-based vocational assessment is needed to help identify, develop, and strategically manage employee and leadership talent within the VA; specifically, non-supervisory employees at all applicable grade/pay levels.

3.0 SCOPE:

Per the requirements in Section 5, the vendor shall:

1. Provide access to an administrator platform that enables self-managed code allocation, build and access of group and individual user reports, raw data extraction, and assignment of users to designated reporting groups.

2. Provide the option to purchase access to additional skills-based vocational assessment that will deliver self-development insight on key career strengths/talent attributes; specifically, problem-solving, continual learning, team-building, accountability, decisiveness, and integrity/honesty. No customization is required.

The assessment shall give users developmental feedback on their career strengths, so they can use that guidance to inform their career journeys – e.g., types of work or workplace environment/culture/team dynamics. To determine tool success, the vendor shall provide a raw data file so VHA can analyze organizational trends from the assessment results.

4.0 DOCUMENTS:

The following document(s) are required to perform:

· All materials used by the Government require 508-compliance, which would account for screen-reader capability.

5.0 REQUIREMENT/NEED(S):

ILEAD requires:

5.1.1 Administrator access to the assigned online account to oversee the allocation and organization of purchased assessment tool codes.

5.1.2 An electronic, individualized report for each user that includes assessment results and tailored feedback on actions for development. Report must be in an extractable data file that the user can maintain for their own record.

5.1.3 Administrators have the ability to extract raw data and user reports (individual and group), in Excel or .csv, against any collected user data.

5.1.4 If necessary, provide training to administrators on how to access/reset codes or extract participant reports/data.

5.2 (OPTIONAL CONTRACT LINE ITEM) Provide Access to Skills-based Vocational Assessment(s)

The assessment must:

5.2.1 provide each individual online access to the self-assessment tool, whereby the participant can access the tool via any laptop or mobile device system and during unrestricted hours (e.g., 24-hour/7 days a week), as not all employees have access to a work-desktop and may be connecting through other electronic devices.

5.2.2 be delivered in a format that will maximize broad workforce participation (i.e., reading at a 10th grade or lower level), as VA has employees with a wide range of reading levels.

5.2.3 measure self-reported talent attributes in the work domain that inform strengths for maximizing one’s career success.

5.2.4 on average, take a participant 45-minutes or less to complete (battery of assessments) with ability to start and finish as needed.

5.2.5 be empirically validated to ensure it has been model-tested (factor analysis) against multi-sector U.S. employees (leaders and non-leaders) with results for construct validity, item reliability, and assessing sub-group differences (e.g., gender, race/ethnicity).

5.2.6 be theory-informed to ensure the assessment measures traits identified and supported in the career, vocational, or human resource assessment literature as elements predictive of employee career strengths.
