About this file
This document is a Performance Work Statement (PWS) for a federal contract opportunity to provide local courier services for the Department of Veterans Affairs, Pacific Island Health Care System (VAPIHCS).
The PWS outlines the requirements for a contractor to provide overnight transport of lab specimens from VAPIHCS Community Based Outpatient Clinics (CBOCs) on the Hawaiian islands of Hilo, Kona, Kauai, and Maui to the VA Main Laboratory in Honolulu. It also requires courier services within one hour for CBOCs on the island of Oahu. The contract is for a one-year base period with four one-year option periods. The government anticipates fluctuations of up to 25% in pick-up quantities. The contractor must meet specific requirements for pickup times, delivery times, packaging, training, and quality control. A related federal contract opportunity notice indicates this requirement is being marketed to qualified small businesses, specifically Service-Disabled and Veteran-Owned Small Businesses, under NAICS code 492110 Couriers and Express Delivery Services.
