The contractor shall maintain and operate a medical education certificate program in military environmental medicine for VA and non-VA physicians and healthcare professionals, as mandated by the PACT Act (PL 117–168). The program is administered through the VANJHCS-War Related Illness and Injury Study Center (WRIISC NJ) with the American College of Preventive Medicine (ACPM) serving as the professional medical organization. The contract period runs from September 19, 2026, through September 18, 2030, on a firm-fixed-price basis. Key deliverables include: maintaining a 24/7 web-based registration portal directing VA users to a Training Management System and non-VA users to VHA TRAIN; validating certificate submissions within five business days; providing weekly reports on completion rates and performance metrics; delivering biannual psychometric and advertising reach reports; implementing portal modifications within 30 days of notification; and relaunching assessment exams at least annually. The contractor must also expand program reach by developing four hours of programming at ACPM's annual conference (with at least one hour organized by VA), executing a structured outreach plan targeting incomplete registrants on a semi-annual basis, and coordinating quarterly social media advertising with documented engagement metrics.

Performance standards are established through a Quality Assurance Surveillance Plan (QASP) with specific metrics: no more than five failed registrations annually for portal access, one deviation permitted for portal modifications, zero deviations for certificate issuance and psychometric reporting, and 95% notification rate for potential project issues. Weekly virtual meetings are required using Microsoft Teams or similar platform, with no travel included. The contractor must maintain a quality control program ensuring compliance with PWS requirements and develop an Organizational Conflict of Interest Statement. All documents and materials produced become government property with unlimited rights, and the government furnishes access to necessary information and systems.
