About this file

This is a draft Performance Work Statement (PWS) for Health Architecture Services and Standardization (HASS) to be procured by the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), through the Regional Procurement Office Central (RPOC) on behalf of the Business Architecture (BA) Office under VHA Strategic Investment Management (10BSIM). The requirement will be awarded as an Indefinite Delivery Indefinite Quantity (IDIQ) contract, with the applicable NAICS code 541612 (Computer Systems Design Services) with a size standard of $29.0 million. This pre-solicitation market research effort seeks to identify qualified contractors capable of providing business architecture services and to determine whether set-asides are appropriate under the rule of two criteria.

The PWS outlines the contractor's responsibilities in supporting the BA office's health architecture initiatives and standardization efforts within the VHA system. The Government is actively welcoming comments and questions on the draft PWS from interested sources prior to formal solicitation release. Potential contractors should thoroughly review the attached PWS document and provide any feedback regarding requirements, capability alignment, and feasibility. Responses to this sources sought notice are not considered proposals and will not result in award or contractual obligation; instead, responses will inform the VA's market research findings and potential set-aside determinations for the upcoming IDIQ solicitation.

BACKGROUND

Business Architecture (BA) is part of the Strategic Investment Management (SIM) Office within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA). Other services within SIM are Investment Governance Services (IGS), and Requirements Development and Management (RDM). SIM was established to support the business’ health information technology (IT) needs by providing the information that leaders need to make sound decisions. SIM supports the vision of informing the transformation of VHA health care through the timely provision of structured information that enables leadership to make knowledgeable decisions on health and health IT investments. SIM’s mission is to facilitate sound decision making for the development, acquisition, and maintenance of health-focused IT investments by providing leadership with a comprehensive understanding of needed VHA business capabilities including business requirements, processes, information needs, IT strategy and priorities, and investment analysis. The focus of this Performance Work Statement (PWS) is on business architecture, work that is foundational to the IT acquisition process.

Business Architecture (BA) is an integral part of SIM. As its name suggests, BA develops and manages the VHA’s business architecture which structures and communicates VHA's healthcare business, including descriptions of business behaviors, functionality, processes, and the flow of information that is required to achieve VHA’s mission. The VHA business architecture supports and integrates with VA and other federal enterprise architectures. Key functional component areas of BA that are relevant to this PWS are as follows:

1. Director’s Office

2. Data Analytics and Design

3. Tooling Operations and Quality Assurance

4. Referential Architecture

5. Process Architecture

6. Information Architecture

SIM provides leadership and staff resources for several integrated governance bodies of which BA plays a key role. Likewise, BA staff support SIM with analyses of IT requests, to inform the Capability Management Boards (CMBs) who prioritize business cases submitted by program offices for IT solutions. SIM’s overarching mission is executed through functional services focused on functional requirements, business architecture, and investment management provided to the Information Technology Committee (ITC), which is charged with providing IT investment priorities and strategic considerations for VHA decision-making.

As VHA moves forward with its mission to honor America’s Veterans by providing exceptional health care that improves their health and well-being, it is imperative that Business Architecture obtains the support services, skill sets, and subject matter expertise available to ensure continuity of already established business architecture efforts.
