About this file
This is a Limited Source Justification (LSJ) document dated September 30, 2026, for a task order modification under the GSA Federal Supply Schedule.
The US EPA Region 3 (Mid-Atlantic Region) is increasing the ceiling of Task Order 68HE0322F0052 with Native Energy & Technology, Inc. by $427,038.68 under GSA Schedule Contract GS-21F-058AA (primarily SINS 561210FAC). The total estimated contract value is $8,071,205.09. The requirement is for Operations and Maintenance (O&M) contract support including facility engineering, system maintenance, repair, minor improvements, snow removal, and facility services. Specifically, this modification covers the replacement of boiler tubes for three boilers and two boiler controllers at the EPA Environmental Science Center (ESC). The task order was awarded with a one-year base period and four one-year option periods and includes an ODC Sub-CLIN for materials and supplies and services exceeding $500.00.
The justification for limiting the source to a single contractor is based on unusual and compelling urgency under GSAR 538.7104-3(b)(1)(i). The Government must maintain working building boilers before winter months to ensure safe, continuously heated workspace for ESC employees and prevent infrastructure damage. Market research identified three vendors capable of providing boiler tube replacement (American Combustion Industries, Rocket Shop LLC, and Gary Anderson HVAC), but only Gary Anderson HVAC was capable of providing the required replacement controllers. The anticipated cost to the Government was determined fair and reasonable based on adequate price competition for boiler tubes and historical pricing for replacement controllers. The Regional Acquisition Manager certified that limiting sources is fully justified under GSAR 538.7104-3(b)(1)(i).
