About this file

This document is a Sole Source Justification for a 2-month (potential 6-month) task order extension for the Synchronized Pre-Deployment & Operational Tracker Enterprise Suite (SPOT-ES) program. The extension is for Peraton Enterprise Solutions, LLC, supporting the Defense Manpower Data Center (DMDC) under a GSA Multiple Award Schedule contract. The extension is necessitated by delays caused by a 43-day government appropriations lapse in October-November 2025, which interrupted the technical evaluation of a recompete effort for the SPOT-ES & Noncombatant Evacuation Operations Tracking System (NTS).

SPOT-ES is a critical joint enterprise suite comprising four systems: SPOT, JAMMS, TOPSS, and NTS, which serves as a central repository for tracking operational contract support across contingency, humanitarian, and peacekeeping missions. The extension will allow DMDC to continue mission-critical services without interruption, leveraging Peraton's existing institutional knowledge and in-place support staff. The government anticipates completing the technical evaluation and awarding a new competitive task order within the 2-month extension period, with potential for up to six months if additional time is required due to continuing resolution constraints.

FSS Sole Source Justification

2-Month (with a Potential of 6-month) Task

Order Extension

Solicitation 47QFMA21Q0005

Synchronized Pre-Deployment &

Operational Tracker

Enterprise Suite (SPOT-ES) in support of:

Defense Manpower Data Center (DMDC)

United States (U.S.) General Services Administration (GSA)

Federal Acquisition Service (FAS)

Assisted Acquisition Services (AAS) Army

Interagency Agreement Number 47QFMA10S0001

Controlled by AAS Contracting Officer David Roberts: david.a.roberts@gsa.gov

Version 02/28/2025

The General Services Administration (GSA) Assisted Acquisition Services (AAS) makes this

FSS Sole Source Justification for orders pursuant to General Services Acquisition Regulation

(GSAR) 538.7104-3 (GSA Class Deviation RFO-2025-FSS-GSAR 538).

i.) Identification of Agency and Contracting Activity:

Agency:

GSA AAS acting in support of The Defense Manpower Data Center (DMDC), in support of the Office of the Under Secretary of Defense for Personnel & Readiness (OUSD P&R), Defense Human Resource Activity (DHRA).

Contracting Activity:

GSA AAS Army (QFACBC) ii.) Nature and/or Description of Action Being Approved:

The Government intends to issue a modification to extend Order 47QFMA21F0006, issued to Peraton Enterprise Solutions, LLC, against the DMDC Interoperability Technology and

Program Services (ITPS) Blanket Purchase Agreement (BPA), for a period of 2 months with a total potential of 6 months (One (1) 2-month Period of Performance followed by two

(2) 2-month Option Periods) at an estimated cost of to support the current needs of the DMDC Synchronized Pre-Deployment & Operational Tracker Enterprise Suite

(SPOT-ES) Program from 17 December 2025 to 16 June 2026. The extension is needed to allow DMDC to continue to support its current mission under SPOT-ES with no break in service while the Government awards the follow-on procurement, titled Synchronized Pre-

Deployment & Operational Tracker Enterprise Suite (SPOT-ES) and Noncombatant

Evacuation Operations Tracking System (NTS)and Emergency Tracking System (ETAS).

The services being performed by Peraton for this SPOT-ES order are currently being recompeted by GSA AAS Army via the DMDC Defense HR Applications and Data

Services (DEHRADS) BPA. The recompete effort, DMDC SPOT-ES & NTS, was solicited on 28 July 2025 with a closing date of 27 August 2025. Shortly after closing of the solicitation, evaluations commenced on the recompete effort, but before the process could be completed, fiscal appropriations for the Government lapsed on 01 October 2025 resulting in a shutdown of non-essential Government operations. This lapse in appropriations lasted for 43 days and concluded on 12 November 2025. This period of time was critical to the evaluation of the SPOT-ES recompete effort. During this time, the client agency, inclusive of the DMDC Integrated Project Team (IPT), was furloughed. As a result, these members of the Technical Evaluation team were unable to provide feedback or clarification to the GSA AAS Army Project Manager, thus delaying the award of the recompete effort. It is currently estimated that the technical evaluation and award of the recompete effort can be completed within a 2-month time frame, however, the Government continues to operate under a Continuing Resolution which is set to expire 31 January 2026.

As a result, this Limited Sources Justification includes option periods as contingency

Version 02/28/2025 extensions which may be required if another lapse in appropriations should result during the timeframe in which award will be pending.

The award of a 2-month extension (with a total potential for six (6) months) will allow sufficient time for the SPOT-ES & NTS requirement to be evaluated and awarded. This period of extension is necessary to accommodate delays already experienced due to factors outside of the client agency and GSA’s control. Additionally, this extension will ensure that there is a smooth Transition-In and Transition-Out process between the incumbent contractor and the awardee of the SPOT-ES & NTS requirement.

iii.) A Complete Description of Supplies/Services Required to Meet Agency’s Need

(Including the Estimated Value):

The Synchronized Pre-deployment and Operational Tracker – Enterprise Suite (SPOT-ES) is the joint enterprise suite of products that serve as the central repository of information on operational contract support for contingency, humanitarian, and peacekeeping missions, as required by Public Law 110-181. Four systems comprise SPOT-ES and include:

⮚ SPOT - Synchronized Pre-deployment and Operational Tracker

⮚ JAMMS - Joint Asset Movement Management System

⮚ TOPSS - Total Operational Picture Support System

⮚ NTS - Noncombatant Evacuation Operation (NEO) Tracking System

Under the current order, the contractor provides management, support, versioning, and upgrading services for SPOT-ES throughout its entire lifecycle. More specifically, this includes providing rapid responses to warfighter needs, providing concise and consistent reporting documentation, providing user-based intelligence reporting capability, providing customer support, providing training & outreach, and ensuring compliance with all applicable DoD directives, regulations, and policy guidance. The cost of the extension is estimated to be for a 6-month period of performance. As a result, the overall order ceiling will be increased from by to .

iv.) The Authority and Supporting Rationale:

The acquisition is conducted under the authority of the Multiple-Award Schedule (MAS)

Program. Consideration of schedule contractors will be restricted in accordance with:

GSAR 538.7104-3(b)(ii) (GSA Class Deviation RFO-2025-FSS-GSAR 538) – Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

There exists a need to extend the services currently in place under the current SPOT-ES order (47QFMA21F0006) in order to provide critical mission support. The incumbent order, awarded against the DMDC ITPS BPA, is due to expire on 16 December 2025.

Utilizing the incumbent contractor, Peraton, to provide continued support while the follow-on order is established is the only viable option that allows DMDC SPOT-ES services to continue in a timely and economical manner. Peraton has employees currently in place that possess the necessary skills and institutional knowledge that are required to seamlessly continue the required support given current time constraints. Continued performance from

Version 02/28/2025 the current contractor is required to prevent any break in, or degradation to, support services while the follow-on order is put into place. No contractor other than Peraton currently has a ready pool of in-place support staff available with the requisite knowledge of DMDC SPOT-ES applications ready to perform these requirements immediately.

Peraton has provided support for the SPOT-ES application since 2012 when GSA AAS assumed administration of the requirement. During these approximately thirteen (13) years of performance, Peraton has gained institutional knowledge of DMDC processes and

SPOT-ES. Lastly, there’s not sufficient time to establish a bridge order and compete this requirement without experiencing significant disruptions to the SPOT-ES system which would risk DMDC’s ability to provide their customers with the services they need.

Given the current time constraints Peraton is the only contractor who can provide the services required to support the SPOT-ES program without any resulting break in services or degradation to the program. As previously stated, SPOT-ES serves as the central repository of information on operational contract support for contingency, humanitarian, and peacekeeping missions. Use of SPOT-ES is required by the Department of Defense

(DoD), Department of State (DoS), and the United States Agency for International

Development (USAID) to track contractors operating in The United States Central

Command (USCENTCOM), United States European Command (USEUCOM) and United

States Africa Command (USAFRICOM). SPOT-ES currently has more than 6,500 unique users and provides real-time contractor visibility by storing contract details, personnel identities, and movement data. If contractual support were to lapse for the SPOT-ES there’s a potential for system degradation followed by complete lack of functionality. An immediate result from any significant outage of the SPOT-ES would be a lack of compliance with both Public Law 110-181 and the FY08 National Defense Authorization

Act (NDAA) as well as multiple different Combatant Command (CCMD) General Orders.

Further, the loss of ability to track U.S. contractors within the Area of Responsibility (AoR) for USCENTCOM, USEUCOM, and USAFRICOM poses, both, significant contractual support and security or safety risks inclusive of: deployment readiness, real-time operational visibility, as well as significant impact to ongoing real-world operations and peacekeeping efforts (Iraq, Syria, Kosovo/KFOR, CJTF-OIR, etc.). No other contractor would be able to provide the immediate support required within the timeframe required. A new contractor would require significant time for Transition-In services and given the time that would be required for the solicitation and award of a bridge contract this approach is not feasible given the current order expires 16 December 2025.

v.) Determination by the Ordering Activity Contracting Officer that the Order

Represents the Best Value Consistent with GSAR 538.7102-2(b)(4):

Extending the SPOT-ES order represents the best value to the Government, as establishing a new order for the continued support of the SPOT-ES requirements is not only not feasible due to the current schedule, but is likely more costly. Recompeting these requirements for a maximum potential period of just six (6) months would lead to fiscally imprudent administrative costs. Additionally, an extension of the current order will be at the labor rates awarded for Option Year 04. Due to inflationary increases and overall increases in compensation costs, the Government cannot anticipate newly awarded labor rates to represent a discount in comparison to the current Option Year 04 labor rates, and it’s in the

Government’s best interest to proceed with this stable pricing. A recompete of these

Version 02/28/2025 requirements, given the current timeline, also introduces numerous technical risks, as previously covered in Sections ii and iii of this Limited Sources Justification.

vi.) Description of the Market Research Conducted Among Schedule Holders and the

Results of the Research:

Due to the limited timeline to put in place continued contractual support for the SPOT-ES application prior to expiration of the order on 16 December 2025 no market research was conducted. Based on the supporting rationale provided in this document it is evident that the best value to the government is extending the current order for a period of two (2) months to a potential of six (6) months so that the new requirement can be competed among the DEHRADS BPA pool.

vii.) Any Other Facts Supporting the Justification:

No other facts are available at this time.

viii.) Statement of the Actions, if Any, the Agency May Take to Remove or Overcome any

Barriers that Led to the Restricted Consideration Before Any Subsequent Acquisition for the Supplies or Services is Made:

The Government will solicit only Peraton Enterprise Solutions, LLC under their GSA

Multiple Award Schedule (MAS) contract (GS03Q17DSA0008) / Task Order

47QFMA21F0006 to extend the subject order for the 2-month period (potential for six (6) months in total) from 17 December 2025 through 16 February 2026 (17 December 2025 through 16 June 2026, if all options are exercised). No other firm can provide the necessary services at the requisite level of expertise within the timeframe required. The Government is currently preparing the follow-on order and anticipates a fully competitive award to be in place upon expiration of the incumbent order’s 2-month extension.

There are no anticipated barriers to competing the follow-on task order, SPOT-ES & NTS, as this requirement will be solicited against the DMDC DEHRADS BPA which was competed under fair opportunity in accordance with legacy FAR 8.405-3(b)(2)(ii)(B) and is comprised of ten (10) BPA holders.

Requirements Personnel and Which Form a Basis for the Justification Have Been
