About this file
This is a Sole Source Justification for Simplified Acquisitions document (J&A-25-0157) submitted by the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Office of Acquisition Management on behalf of Enforcement and Removal Operations (ERO).
The procurement involves a contract modification for security system services and maintenance provided by American Alarm Communications Inc (297 Broadway, Arlington, MA 0247-45310) in the amount of $14,899.80. The justification cites urgent and compelling circumstances as the basis for sole source procurement, specifically that the current award was originally set to expire on June 6, 2025, but in May 2025, the ICE ERO Boston Field Office determined that approximately $106,000 would be required to either upgrade the existing system or maintain it until replacement, as the system has reached end-of-life. The current award must be extended to ensure operational continuity while a new competitive award is developed. Price fairness was determined through comparison of the proposed price with prices from previous purchases, with historical pricing data demonstrating that the proposed extension cost of $14,899.80 is consistent with prior period costs and deemed fair and reasonable. The contracting officer's approval section is redacted in the document.
