About this file
This is a detailed technical specification (P-562-0443, Revision B) for a marine rudder designed for the 47' Class Motor Life Boat (MLB), issued by the U.S. Coast Guard's Engineering Logistics Center. The specification provides comprehensive manufacturing requirements for a stainless steel marine rudder, including detailed technical standards from organizations like ASTM, AWS, and NAVSEA, with specific requirements for materials, welding, machining, testing, and quality assurance.
Key technical requirements include machining rudder shaft diameters to a 32 RMS surface texture, conducting air pressure tests at 3 PSI for 30 minutes, performing chemical passivation treatments, and ensuring welder qualifications from authorized organizations. The specification mandates rigorous inspection processes, material certifications, and packaging standards, with each rudder to be individually packaged in a wood box, marked with a National Stock Number (2040-01-444-6315), and accompanied by detailed test reports. The specification is part of a procurement for 10 marine rudders, with delivery required on or before 08/18/2026.

b) The American Bureau of Shipping
c) Department of the Navy
3.5.1 Contractor shall make welder certifications available to the Coast Guard
Contract Administrator prior to contract award.
3.6 Air Pressure Test: Contractor shall conduct an air pressure test on the blade section
Test shall be conducted at 3 PSI for a period of 30 minutes. During that time period contractor shall check for any signs of leakage through the blade surface, paying particular attention to welded areas. Soapy water solution is suggested for detection of leaks. Any leaks found shall be ground out and weld repaired with an additional air pressure test conducted.
3.6.1 Test Report: Upon successful completion of test, contractor shall provide an
