SPECIFICATION
For
PURCHASE OF CONTROLLABLE PITCH PROPELLER (CPP)
BLADE SETS APPLICABLE TO 210 FOOT A CLASS WMEC VESSELS
1.0 SCOPE
1.1. This document sets forth the requirements for the
manufacture, testing, inspection, preservation, packing and marking of Controllable Pitch Propeller (CPP) blade sets applicable to 210 A WMEC Cutters fitted with PSI, Rolls
Royce and Escher Wyss type CPP hubs.
1.2. CLASSIFICATION
1.2.1. CPP Blade Sets
a. Type 1 - Left Hand (LH), Stbd, P/N 615WPC-4400-51, CCW, NSN 2010-00-906-6010, 210A Class WMEC
b. Type 2 - Right Hand (RH), Port, P/N 615WPC-4400-54, CW, NSN 2010-00-906-6009, 210A Class WMEC

2.0 APPLICABLE DOCUMENTS

specified in sections 3, 4, or 5 of this specification.
However, this section does not include documents that may be cited in other sections of this specification recommended for additional information or as examples.
While every effort has been made to ensure the completeness of this list, document users are cautioned that they must

2.5. ORDER OF PRECEDENCE - In the event of a conflict between the text of this specification and the references cited herein, the text of this specification takes precedence.

However, nothing in this document supersedes applicable laws and regulations unless a specific exemption has been obtained.
3.0 REQUIREMENTS
3.1. GENERAL - The Contractor shall provide all labor, equipment, and materials to manufacture, test, inspect, preserve, package, pack and mark 210 A/B and 270 Classes of
WMEC CCP blade sets in accordance with this specification as per the quantities referenced on each individual contract delivery order by stock/part number.
3.2. CARE OF GOVERNMENT FURNISHED EQUIPMENT (GFE) - The
Contractor shall provide protective storage for the GFE listed in section 1.3 of this specification when not in use, and safe handling when in use.
3.2.1. At a minimum, the storage area shall be enclosed on all sides, dry, and locked when unattended.
3.3. MATERIALS
3.3.1. PROPELLER BLADES, TYPE 1 LEFT HAND, TYPE 2 RIGHT HAND
a. Types 1 & 2, Each CPP blade shall be manufactured from ABS Type 4 Nickel Aluminum Bronze, consisting of the chemical composition and tensile properties listed in
ABS Rules for Materials and Welding Dated 07/01/2011 -
Part 2, Chapter 3, Section 14 entitled Materials for
Machinery, Boilers, Pressure Vessels, and Piping-
Bronze Castings.
b. The Contractor shall perform a chemical composition analysis and a tensile properties test (tensile strength, yield strength, elongation) in accordance with ABS Rules for Materials and Welding Dated
07/01/2011 - Part 2, Chapter 3, Section 14 entitled
Materials for Machinery, Boilers, Pressure Vessels, and Piping-Bronze Castings for all test coupons. The results shall be documented and submitted to the USCG
SFLC Contracting Officer for review/approval.
c. All material chemical composition analysis and tensile
P-245-0150 property tests shall be made by a laboratory meeting the calibration requirements in section 4.6 of this specification.
3.4. GENERAL REQUIREMENTS, CPP BLADE CASTINGS
3.4.1. Molds for casting LH/RH blades shall be fabricated
using the GFE patterns referenced in sections 1.3.1 &
1.3.2 of this specification.
3.4.2. Each CPP blade casting shall be formed with one
continuous pour.
3.4.3. Integrally cast coupons shall be incorporated into
each casting.
3.4.4. No welding shall be performed on any CPP blade casting without prior approval of the Contracting Officer.
3.5. WELD REPAIRS - If any of the new CPP blade castings require weld repairs, all welding procedures, welders, and welding operations shall be qualified in accordance with ABS Rules for Survey After Construction Dated 07/01/2011 -Part 7, Appendix Section 10 entitled Guide for Bronze and Stainless
Steel Propeller Castings.
3.5.1. No welding shall be performed on any CPP blade casting without prior approval of the Contracting Officer.
3.5.2. Welding on the pressure face of any CPP blade casting
in the critical area shall not be undertaken. The critical area is defined as the pressure face of the blade between the fillet and the 0.4 radius, encompassing 80% of the calculated length of the 0.4 radius measured from the leading edge.
3.6. CPP BLADE FINISHING – Each CPP blade casting shall be
finished using Computer Numerical Controlled (CNC) machining equipment that can be programmed for automatic contouring of hydrodynamic surfaces. The use of conventional methods (grinding) to finish blade edges/tips or diminish tool marks may be employed to the minimum extent necessary to satisfy design dimensional requirements.
3.6.1. The tolerances specified at the design sections shall
apply to all hydrodynamic surfaces.
3.6.2. The Contractor shall demonstrate a manufacturing or
inspection process that ensures measured dimensions for all hydrodynamic surfaces are within established tolerance bands.
3.7. DIMENSIONAL TOLERANCES
3.7.1. CPP blade tolerances shall be in accordance with USCG
Drawing Numbers:
3.7.2. A one eighth inch diameter fairing rod approximately 16 inches in length shall be placed at random angles on each blade surface to demonstrate profile fairness.
Clearance under the fairing rod shall not exceed 0.030 inches at any point and shall not vary at a rate greater than 0.005 inches per inch. As an alternative, electronic measuring equipment capable of scanning and displaying surface profiles at any angle may also be used to demonstrate acceptability.
3.7.3. EDGE GAGES – The Contractor shall provide metal edge
templates for each blade radius (0.4 thru 0.975) to demonstrate that pressure and suction contours at the leading and trailing edges comply with drawing requirements. Each gage shall be fabricated from 18 gauge galvanized steel and be capable of measuring either the suction or pressure contour of the blade at its assigned LE or TE radius. In addition, each gage machined surface shall be of sufficient length to measure blade contour from the 0-10 percent (leading edge) or 90-100 percent (trailing edge) chord lengths.

3.7.4. TIP GAGE - The Contractor shall provide a metal tip
template to demonstrate that pressure and suction face contours at the tip of each blade comply with drawing requirements. This gage shall be fabricated from 18 gauge galvanized steel and be capable of measuring either the suction or pressure contour at the assigned tip location relative to the blade centerline.
3.7.5. GAGE MARKINGS – Each edge and tip gage shall be
engraved or etched (no stamping) with the following information:
a. Drawing Number: Insert applicable drawing number for blade set.
b. “SF” or “PF” in the appropriate upper or lower corner of the edge gage open end
c. “LE” or “TE” as applicable
d. Radius as applicable (example 0.4.)
3.7.6. All fabricated gages shall become the property of the
USCG and shall be preserved, packaged, packed, and shipped to the Contracting Officer upon completion of the contract.
a. A reusable wooden container shall be fabricated using marine grade plywood in the style of a footlocker with individual partitions to separate and protect each edge/tip gage. The container shall have a hinged lid, a hasp style lock, and a handle on each end. All hardware shall be made of corrosion resistant stainless steel. The Contractor shall also provide a new keyed padlock such as Master Lock #5KA-
K#A389 or equivalent with 4 keys to secure the container’s contents. All interior/exterior wood surfaces shall be sealed with a wood preservative/ sealer.
b. Each edge/tip gage shall be placed in the container with the face or flat surface perpendicular to the container base.
3.8. SURFACE FINISH - Surfaces of each CPP blade shall be ground fair and polished in accordance with SAE J448A to meet the following requirements:
3.8.1. Suction/Pressure blade surfaces - 63 micro inches or
better.
3.8.2. Blade palm and fillet - 63 micro inches or better.
3.8.3. Seal Surfaces: 32 micro inches or better
3.9. TESTS & INSPECTIONS OF CPP BLADE SETS TYPES 1 & 2
3.9.1. SURFACE INSPECTIONS
a. A visual inspection shall be performed on all exterior CPP blade surfaces in accordance with MIL-
STD-2035A(SH), section 4. As an aid to this inspection, dye penetrant meeting the requirements of
SAE AMS 2644E shall be applied over 100 percent of each CPP blade surface including the fillet and palm in accordance with ASTM E1417. The acceptance criteria of MIL-STD-2035A(SH) Table IV shall be used for final evaluations.
b. All visual defects, regardless of acceptability, shall be documented on Contractor generated inspection sheets and include the type, size (length/width/depth) and approximate location of the deformity. Each CPP blade will require individual inspection sheets for the pressure face, suction face, fillet, palm (top), and palm underside.
3.9.2. DIMENSIONAL INSPECTIONS
a. The Contractor shall perform and document dimensional inspections of all CPP blade attributes to validate conformance to design including pitch, radius, blade section half widths, angular spacing, rake, track, skew, leading edge/trailing edge/tip contours, and fairness of blade surfaces/outline.
Additionally, all palm attributes shall be measured and recorded.
3.10. BALANCING - Each CPP blade set shall be single plane
balanced as stated herein. All balancing shall be accomplished by means of balancing equipment, which
P-245-0150 requires rotation of the work piece. The residual unbalance in each plane of correction shall not exceed the value determined by calculating the following formula: U =
4000W/N2 where:
U = Maximum allowable residual unbalance in oz.-inches
W = Weight of rotating part in pounds
N = Maximum operating speed of unit
Prior to performing any balance tests, the Contractor shall demonstrate the sensitivity of the balance machine using weight determined from the following formula: Ws = 0.5(U)/r where:
Ws = Sensitivity Weight
U = Propeller Residual Unbalance Weight
R = Radial location of the weight
The addition of this weight shall be easily detected and discernable to the balance machine operator.
3.10.1. Material removed to effect balancing shall be taken
from the suction face of the heavy blade(s). Care shall be taken to keep a fair surface.
a. The area from which metal is taken shall not come within 10 percent of the chord length to the leading or trailing edges.
3.10.2. The actual amount of unbalance for each CPP blade set shall be documented on each Final Inspection Report.
3.10.3. To facilitate balancing and dimensional inspections of each CPP blade set, A Dummy Hub and mandrel assembly will be furnished to the Contractor by the Government under the following ACNs:

3.10.4. After set-up, centers of the CPP blades shall be 90
degrees apart, plus or minus 15 minutes of circular arc.
a. Prior to use, the Contractor shall inspect the Dummy Hubs for squareness, correct dowel pin locations per the referenced drawing, and balance to the requirements of section 3.10 of this specification.
The Coast Guard Quality Assurance Representative will be present during this inspection.
b. The Dummy Hub mandrel shall not exceed a total indicated run-out (TIR) of 0.001 inches.
3.10.5. The CPP blades shall be balanced as a set of 4 and
marked to ensure assembly in the same position in which they were balanced.

3.11. Each CPP blade shall be numbered 1 through 4 and installed on the Dummy Hub consecutively and counter to the direction of AHEAD rotation. The maximum permissible static component of the residual unbalance of the propeller blades with the dummy hub shall not exceed 16.88 ounces at the blade tip.
3.12. TEST AND INSPECTION DATA REQUIREMENTS, FINAL INSPECTION
REPORT – The Contractor shall perform final dimensional, balancing, and visual surface inspections for each CPP blade set manufactured per this specification and record this data on a Final Inspection Report. This report shall accurately reflect the set’s final condition prior to acceptance tests/inspections.
3.12.1. The Final Inspection Report shall contain, at a
minimum, the following data:
a. CPP blade set radius
b. Pitch of each blade at the following sections (0.4 through 0.975 radii)
c. Average pitch of each blade
d. Pitch difference between adjacent sections of each blade
e. Blade section half widths of each blade at the following sections (0.4 through 0.975 Radii)
f. Blade section half width differences between sections for all blades
g. Thickness of each blade measured at every 10 percent station of the following sections (0.4 through
0.975 Radii)
h. Leading/trailing edge profiles for both pressure and suction sides of each blade at the following sections (0.4 through 0.975 radii)
i. Tip profile for both pressure and suction sides of each blade
j. Rake of each blade
k. Track
l. Skew of each blade
m. Angular spacing of blade center axes
n. Fairing rod clearances
o. All CPP blade palm attributes
p. Surface finish of all blade, fillet, palm and seal areas
q. Surface inspection data for all blades (visual aided by 100 percent dye penetrant)
r. Material composition & tensile properties of each blade set
s. Balancing Data
3.12.2. The Final Inspection Report shall be submitted to the Contracting Officer for review. If this report is determined to be acceptable, the Contracting Officer will authorize SFLC’s Quality Assurance Representative to schedule final inspections/tests outlined in section 4.4 of this specification.
3.13. CPP BLADE STAMPING
3.13.1. Stamping of the CPP blade palms shall be in accordance with USCG Drawings:
3.13.2. Serial numbers shall be assigned as follows:
a. For TYPE 1 CPP blade sets: Serial numbers shall be assigned as follows, Vessel Class (210A), Rotation
(LH), Year Built (13=2013), First Set Made (001) and
Blade Number (1,2,3 or 4). The first blade set if produced in 2013 would be as follows:

210A-LH-13-001/3
210A-LH-13-001/4
The sequence shall continue in this manner for as many new CPP blade sets potentially offered under this contract.
b. For TYPE 2 CPP blade sets: Serial numbers shall be assigned as follows, Vessel Class (210A), Rotation
(RH), Year Built (13=2013), First Set Made (001) and
Blade Number (1,2,3 or 4). The first blade set if produced in 2012 would be as follows:

210A-RH-132-001/4
The sequence shall continue in this manner for as many new CPP blade sets potentially offered under this contract.
3.4. NOTIFICATIONS & INSPECTIONS - The Contractor shall be
responsible for notifying the Contracting Officer at least ten (10) calendar days prior to any inspections or monitored testing required herein.
4.0 QUALITY ASSURANCE (Q.A.)
4.1. GENERAL - The contractor shall provide and maintain an
inspection system that ensures each CPP blade set offered to the Government for acceptance conforms to contract requirements. The system shall be documented and meet the requirements of ASQ Q9001.
4.2. RESPONSIBILITY FOR INSPECTION - The contractor is
responsible for the performance of all inspections/tests specified herein and may use his/her own or any other facility contingent on SFLC Contracting Officer approval to satisfy these requirements. NOTE: The government reserves the right to perform or witness any of the inspections and tests set forth in this specification at any time during the effective contract period.
4.3. RESPONSIBILITY FOR COMPLIANCE - All items shall meet the provisions of Sections 3 and 5 of this specification. The inspections set forth therein shall become part of the contractor's overall inspection system or quality program.
However, the absence of any relative inspections/tests in this specification shall not relieve the contractor of his/her responsibility to assure completed CPP blade sets offered to the Surface Forces Logistics Center for acceptance are fully compliant to contract requirements.
Random “in process” measurements of select blades or blade sets for quality conformance does not authorize submission of known defective material (either indicated or actual) nor does it commit the government to acceptance of defective material.
4.4. INSPECTIONS/TESTS. - The inspections and tests required
herein are the minimum necessary and are not intended to replace any controls, examinations or tests normally employed by the contractor to assure the quality of the product. The following are required and will be monitored by a Government Quality Assurance Representative.
4.4.1. PROPELLER BLADES TYPE 1 & 2
a. Dimensional inspections outlined in section 3.11.1 including a, b, c, d, e, f, g, k, l, m, and n.
b. Surface inspections outlined in section 3.8, 3.9.
c. Balance checks outlined in section 3.10
d. CPP blade stamping outlined in section 3.12
4.5. TEST AND INSPECTION REPORTS. One copy of any inspection, P-245-0150 test or tolerance check report shall be provided to the
Contracting Officer for approval.
4.5.1. A copy of any inspection, test, or tolerance check
report shall be provided to the Coast Guard Quality
Assurance Representative upon his/her arrival at the contractor's facility. All USCG approved Request for
Deviation/Waiver form(s) (if applicable) shall also be included.
4.5.2. All out of tolerance readings on any inspection, test
or tolerance check report submitted to any Coast Guard
Representative shall be easily identified through highlighting, color coding, shading, circling, or other prominent marking.
4.6. CALIBRATION SYSTEM - The contractor as well as any
subcontractors shall be required to maintain a test equipment calibration program in compliance with NCSL Z540-
3. The program shall be documented and traceable to the
National Institute of Standards (NIST).
4.6.1. The calibration system records shall be maintained
current and readily available for CG SFLC review at any time during the duration of the associated contract for this specification.
4.7. PACKING INSPECTION. The Contracting Officer’s Quality
Assurance Representative shall be notified prior to the preservation, packaging, packing, and marking of the completed CPP blade sets in accordance with section 3.13.
5.0 PRESERVATION, PACKAGING, PACKING, & MARKING
5.1. PRESERVATION
5.1.1. PATTERNS TYPES A & B
a. Blade edge protectors shall be installed on each propeller pattern in accordance with MIL-P-2845E (SH), paragraph 3.14.1.3.
5.1.2. CPP BLADE SETS TYPES 1 & 2 – Each new CPP blade set
shall be prepared for shipment in the order indicated below.
a. Cleaning and Palm Protection - Prior to preservation, each CPP blade shall be thoroughly cleaned by a process that will not remove material or promote corrosion of the blade surfaces. After cleaning, the underside of the blade palm shall be protected in accordance with MIL-P-2845E(SH), paragraph 3.14.1.2.3.
b. Preservation – Each CPP blade shall be preserved in accordance with MIL-P-2845E(SH), paragraph
3.14.1.3.
c. Edge Protection - Each CPP blade shall be fitted with a metal blade edge protector fabricated and installed in accordance with MIL-P-2845E(SH), paragraph 3.14.1.4.
5.2. PACKING
5.2.1. PATTERNS TYPES A & B
a. Patterns - Each propeller pattern shall be packed in its original shipping container.
5.2.2. CPP BLADE SETS TYPES 1 & 2
a. CPP blades shall be packed as a ship’s set and appropriately marked. Each complete SET shall consist of four (04) right hand or four (04) left hand blades and be packed in accordance with MIL-P-2845E(SH), paragraph 3.14.2.1. Figure 3 of this reference provides a visual representation of the actual crate to be constructed for the intended purpose. The exterior of each container shall be marked in accordance with section 5.3 of this specification.
5.2.3. The GFP supplied shall be preserved and packaged as it was received for return to the Coast Guard.
5.3. MARKING – Each CPP Blade Sets, - Each preserved, and packed CPP blade Set, Pattern, Dummy Hub, and Gage Set shall be marked in the upper left-hand side of the two longest sides, (two opposite sides if square) of each shipping container.
5.3.1. This marking shall include the STOCK NUMBER, ITEM NAME, PART NUMBER, CONTRACT NUMBER, SHIPPING WEIGHT (in lbs.), CONDITION CODE, QUANTITY & UNIT OF ISSUE.
Additionally, the words COAST GUARD SFLC MATERIAL and
REUSABLE CONTAINER DO NOT DESTROY shall be prominently displayed. The marking layout is indicated below.
Note: Bold lettering indicates actual markings that should be seen on the container.

5.4. BAR CODING - Bar code labels shall be supplied on all
CLIN's except for those that require data submissions only.
5.4.1. All bar coded labels shall be in accordance with SFLC
specification 4330-D-000-100.
5.4.2. The actual labels shall be Type "V", Grade "A", Style
"2", Composition "b" with plastic laminate.
5.4.3. Each label shall contain encoded data for the Stock
Number, OEM CAGE code, Actual Part Number (OEM or as required herein), and the Delivery & Order Number.
5.4.4. The marking required in 5.3 can be applied separately
or as part of the Bar Code Label.
