About this file
This is Addendum #1 to a Request for Proposals issued by Ozaukee County, Wisconsin, for architectural and engineering services to design a Community Based Residential Facility (CBRF) at the Lasata Senior Living Campus in Cedarburg, Wisconsin. The proposed facility will be approximately 18,000 square feet and will house 24 residents in two households with residential and service spaces, designed to be adjacent and attached to the existing Lasata Care Center nursing home. The CBRF will provide assisted living and memory care services as part of a continuum of care. The facility must comply with Wisconsin State Statutes Chapter 50 for licensure as a Class C semi-ambulatory facility serving over 21 residents under DHS 83.04. Design requirements include ADA standards for all rooms, wheelchair accessible ramps, landscape design, and interior design. The County's construction timeline requires the selected A/E firm to coordinate with the already-selected Construction Manager as Adviser (CMaA) to prepare bid documents for fall 2024 solicitation, with all construction contracts executed no later than December 31, 2024, to meet American Rescue Plan Act (ARPA) funding requirements, and project completion targeted for end of summer 2025.
The A/E firm must provide civil engineering capabilities for site grading, parking, utility connections, and coordination with WE Energies for gas and electrical utility relocation as needed. The firm must include all personnel and consultants in detailed hourly rate and experience tables for evaluation and potential change order purposes, though the contract structure is lump-sum based. The project does not require specialized food service design, low voltage design, or LEED certification, though sustainable energy design practices are encouraged. No Davis-Bacon prevailing wage or Buy America requirements apply despite ARPA federal funding. Electronic drawings and floor plans of existing buildings are available, and the firm must confirm all zoning requirements and approvals with the City of Cedarburg. Additional project context is available through the Lasata Care Center CBRF Development Study from 2023.

Request for Proposals for Architectural and Engineering Services for Construction of a Community Based Residential Facility (CBRF) at the County-Owned Lasata Senior Living
Campus in Cedarburg, WI
ADDENDUM #1
Response to Questions:
1) What are the construction administration expectations related to A/E for this project?
Items 4-7 indicate documents through bidding, but no mention of CA work.
Answer: The already selected Construction Manager as Advisor (CM) will take the lead in the administration of construction, preparing all necessary bid documents for solicitation of construction contracts in consultation with the County and architect. Throughout construction, the CM will provide an on-site superintendent, provide cost and schedule updates and forecasts to the County and architect, and will review/process the applications for payment from contractors, and change orders as well as lead construction progress meetings.
The architect will work in consultation with the CM and County, handling RFI’s, construction bulletins, shop drawings, punch list, and compliance walk though.
2) Is our proposal to include civil engineering, landscape design, interior design, food service design, low voltage design or any other consultants/sub-contractors not listed?
Answer: It is expected that the selected a/e will have the capabilities to determine civil engineering requirements, such as site grading, parking, connecting of utilities, water/sewer, electrical/gas, etc., either on staff or provided by consultant in your proposal. Landscape design and interior design are required. No specialized food service design is required, or low voltage design is required.
3) The RFP states that the A/E firm is to provide for site preparation and utilities. Can you clarify what, specifically, is meant by that?
Answer: Specifically, this refers to ensuring that the location of gas and/or electric utilities to the existing building are accounted for in construction design, and planned to be moved through coordination with WE Energies, if required prior to construction. There are no known environmental remediation requirements or underground issues on the proposed site.
4) Can you confirm that every individual, regardless of role and including consultants (i.e.
project manager, designer, draftsperson) who will work on the project is to be listed along with their hourly rate and experience in tables 5G and 6A/B? Will invoices be verified against that list such that if we use a different drafter at a different rate we would have a problem? Relative to the table, we assume ‘task’ means discipline such as architecture, structure, mechanical, electrical, plumbing and so on?
Answer: Yes, please include the hourly rate and experience for all individuals and/or consultants. This will primarily be used to evaluate the proposals, using price/cost analysis, as well as be used if there are any required change orders in architect and engineering services. Invoices will be reviewed, but this is a lump sum contract, and the fee proposal should reflect that.
5) What is the construction timeline projected in the schedule provided in the RFP?
Answer: The County’s goal would be to go out to bid for construction in fall of 2024, and have all construction contractors under contract no later than 12/31, 2024 at the latest, due to ARPA funding requirement. Goal is to complete construction by the end of Summer 2025.
6) What type of CBRF license will this building need to meet?
Answer: The CBRF will comply with Ch. 50 Uniform Licensure of the Wisconsin State Statutes, regarding care and service residential facilities. Licensing will likely be under DHS 83.04, a Class C semi-ambulatory, with over 21 residents.
7) Will the building have anything to do with Memory Care?
Answer: CBRF is to primarily provide assisted living, with memory care to be evaluated further.
8) Is there a food prep kitchen located elsewhere within the existing buildings that will support the Serving Kitchens shown?
Answer: No, the final site has yet to be determined and there will not be a plan for shared food services.
9) Will there be drawings available of the existing building?
Answer: Yes, electronic drawings and floorplans are available.
10) What is the zoning/approval process within Cedarburg?
Answer: The Lasata Senior Living Campus is located in the City of Cedarburg, and all zoning requirements and approvals should be confirmed by the architect with the City of Cedarburg. https://www.cityofcedarburg.wi.gov/planning
11) Is the entire study document available or will it be available if awarded the project?
Answer: Additional CBRF study materials can be found here: Lasata-Care-Center- CBRF-Development-Study-and-CB-Presentation-2023 (ozaukee.wi.us)
12) What Civil Engineer have been involved in the campus in the past?
Answer: A/E services were provided for Lasata Campus projects in 2009 by Plunket Raysich Architects, and by Horty Elving & Associates in 2014.
13) Are there any LEED/Sustainable requirements as part of the project?
Answer: No, there are no LEED requirements for this project, nor will LEED certification be pursued. Although, keeping in mind sustainable energy in the design is important to the County, and the use of LEED-AP architects is certainly welcome.
14) Should a Food Service Consultant be included in our team?
Answer: No food service consultant is required.
