PUMP OUT AND CLEAN

OIL WATER SEPARATORS

STATEMENT OF WORK

PUMP OUT AND CLEAN OIL WATER SEPARATORS

1. SCOPE OF WORK: The Contractor shall provide all personnel, equipment, tools, materials, supervision, permits, licenses, and any other items and/or services necessary to perform all operations involved in the pumping, recharging, and cleaning of industrial waste tanks/separators. All work shall be performed in accordance with the terms and conditions of this statement of work.

2. LOCATION: The work shall be accomplished at Seymour Johnson Air Force Base, Goldsboro, North Carolina.

3. HOURS OF OPERATION: The Contractor’s workweek shall be 0700 to 1600 Monday through Friday, Federal holidays excluded. The Contracting Officer must approve in advance any deviation from these hours.

4. SCHEDULING OF WORK: The Contractor shall submit a detailed work schedule for approval, prior to the start of any work, showing a calendar with the dates the work shall be accomplished. The Contracting Officer must approve any deviations from the approved schedule 48 hours in advance.

4.1. The Contractor shall adjust his work schedule around the following recognized federal holidays:

New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Independence Day Christmas Day

5. PRINCIPLE FEATURES: The work to be accomplished includes, but is not limited to the following:

5.1. Servicing industrial waste tanks and separators per paragraph 6, as shown in Appendix A, at the frequencies listed. The Contractor shall perform either a pump out or a pump out and clean on the tanks, separators/interceptors and/or volatile compartments as specified.

5.1.1. Pump out consists of removing all volatile liquids from separators, including removal of volatile liquid ring formation on wall and removal of any visible or obvious obstruction from inlet and outlet pipes of separator.

5.1.2. Pump out and clean of industrial waste and oil separator tanks, and their volatile compartments consists of the removal of liquids, solids, and any visible or obvious obstructions of inlet or outlet pipes. The cleaning of residue from walls, covers and recesses of separators/interceptors, volatile compartment and cleaning of all associated strainers, leaving each volatile compartment empty of waste including scum, grease film, etc. This may be accomplished by pressure washing or another acceptable method the Contractor may want to propose with the Contracting Officer’s approval. Contractor shall also be responsible for replacing water in separators, after pumping and cleaning, to ensure the separator continues to operate effectively.

5.2. The depth of water and the depth of fuel will be measured to the nearest 1/8 inch and recorded for submittal to the QA personnel for each tank/separator each time a unit is serviced.

Check sludge volume to ensure that it is no more than 20% of the tank’s capacity. Record sludge volume and submit report to QA for each tank serviced. In addition, grit chambers shall be serviced to allow proper flow into separator. Oil holding chambers shall be checked to ensure oil does not exceed 75% of chamber volume. Record oil holding chamber volumes and submit to QA. Check effluent side of separators to ensure it does not contain any petroleum products.

Record visual inspection of effluent chamber for petroleum products and condition of separator and submit information to QA.

5.2.1. The elevation of the water/fuel interface and the total liquid level, referenced to the bottom of the tank/separator, will be measured using a gauging stick and water finding paste. Units with multiple compartments should have multiple measurements, if the compartments are accessible for measurement.

5.3. Spillage shall be avoided whenever possible. Any spill caused by the Contractor that results in either immediate and/or latent damage to government property shall be cleaned up and/or repaired as directed by the Contracting Officer, at no additional cost to the government. The Contractor shall have spill response equipment on the truck at all times while servicing the oil/water separators.

6. TYPE AND FREQUENCY OF SERVICE: The following buildings and site numbers shall be serviced with the type service and frequencies indicated in Appendix “A”.

7. SALVAGE AND DISPOSAL:

7.1. All waste materials generated by pumping and/or cleaning of tanks/oil separators etc. shall be handled, transported, stored, recycled, and disposed of off base by the Contractor at a licensed facility. Disposal and recycled methods shall be in accordance with all applicable Federal, State, or local laws, ordinances, regulations, court orders, or other types of rules or rulings having the effect of laws. All required reports shall be submitted to the Contracting Officer.

7.2. The Contractor shall obtain all licenses and pay all fees required for any portion of the contracted operation.

7.3. Volatile liquid and waste pumped and skimmed from oil separators/tanks may be transported to the government wash rack, building 2639, or other on-base facilities approved by the Contracting Officer. The material shall then be allowed to settle in the truck for a minimum of 30 minutes. After settlement is complete, water at the bottom of the tank may be drained off into the oil separator. When the water has been drained off, the remaining liquid shall be managed in accordance with 40 CFR 279 and as described in paragraph 7.3. The Contractor is responsible for ensuring all separators, which have been pumped and cleaned, are properly recharged with re-circulated water before performance will be considered satisfactory.

7.3.1. The volatile liquids level in the oil/water separator at the Heavy Equipment Wash Rack, (or other on-base facility used for the water drain-off phase) shall be checked by the Contractor prior to and after each day’s work when oil separator/tanks are being serviced. If the volatile liquids level in the tank is greater than 6 inches, the tank shall immediately be skimmed. The extra skimming requirements of the oil separator tank used for the water drain-off phase (if required) shall be included in the total contract price, as this work will not be paid on a unit price basis.

7.4. The Contractor shall be required to inform the Contracting Office of the means of managing the material pumped from the oil-water separators prior to the commencement of any work (pumping, sludge disposal). The material has been classified as used oil (non-hazardous waste) and is subject to the requirements of 40 CFR 279, Standards for the management of Used Oil.

8. SUBMITTALS REQUIRED: All the following required data and permits shall be submitted by the Contractor and be approved by the Contractor Officer prior to the start of work. Items to be submitted are as follows:

8.1. A detailed work schedule calendar showing the dates that the waste separators and/ or tanks are to be serviced. As a minimum the annual calendar shall indicate the following information:

CLIN No.

Building/Site No.

Date to be serviced: If unit will be serviced more than once, indicate each date.

Description of unit: Indicate separator, interceptor, volatile cmpt, sand trap or tank.

Type of service: Pump Out (PO) or Pump Out Clean (POC)

Example: If a unit calls for TRI-ANNUAL (3) pump outs, and ANNUAL (1) pump out and clean. That requires four separate operations, the pump out and clean does not count as one of the pump outs. SEMI-ANNUAL (1) pump outs shall be accomplished six months before or after the Annual clean out, depending when the Annual is scheduled.

NOTE: ANNUAL PO&C is performed once a year.

SEMI-ANNUAL PO is also performed once a year, as a separate operation, six months before or after the ANNUAL.

TRI-ANNUAL PO is performed three times per year, once every three months, but not within three months of the ANNUAL

8.2. The Contractor shall be responsible to obtain and pay any and all permits and fees required in the performance of this contract. The Contractor shall provide the government a copy of the permits and fees required performing this contract prior to performing any services on this contract.

8.3. The Contractor shall provide the government a copy of the EPA Report that the Contractor is required to file and maintain in accordance with Environmental Protection Agency Standards and this Statement of Work. This report shall include, but not be limited to the following:

8.3.1. The type of facility;

(1) TSD Facility

(2) Recovery and/or Recycling Facility

(3) Other

8.3.2. Facility Information

(1) Name of Facility

(2) Location of Facility

(3) Address (Business and/or Residential) of Facility

(4) Environmental Protection Agency (EPA) Identification (ID) Number

8.3.3. Material Disposition, submit a list of materials the Contractor is authorized to handle and how he shall dispose and/or recycle sludge and and/or petroleum materials.

(1) Treatment, Storage, or Disposal (Specify the exact ones and methods of treatment)

(2) Recover, Recycle, Reuse (Specify the exact one and method of recycling)

(3) Other

8.3.4 Transporter Information

(1) Name of Transporter

(2) Address (Business and/or Residential) of Facility

8.4. The Contractor shall develop and provide the government a report that lists the facilities serviced and the extent to which they were serviced on a particular day. The report shall include, but not be limit, to the following:

8.4.1. a. CLIN number

b. Building number

c. Type of service; ie pump out or pump out and clean.

d. Service frequency

e. Amount of water and amount of waste to nearest 1/8”.

f. Number of units measured and price per unit to measure.

g. Price per unit to service and total price of service provided.

h. Inspection data as listed in section 5.2 I. Any major maintenance requirements, leakage, or spills

8.4.2. The Contractor shall report to the Water Fuel Systems Maintenance Shop Bldg. 2512 prior to starting each day’s required service under this contract. The Contractor shall fill out and turn in a Record of Disposal or Record of Recycling to the Water Fuel Systems Maintenance Shop prior to departing from the base. If grit chambers, grates, or oil water separators are cleaned and sludge is removed, Contractor shall submit a report on the quantities of sludge and sediment removed, location of disposal site, and the method of disposal.

8.4.3. The government reserves the right to accompany the operator to observe the requirements of this Statement of Work.

9. PERSONNEL:

9.1. Contractor must be a specialist in handling waste petroleum products and hazardous wastes.

He must also be registered with the Environmental Protection Agency (EPA) and the state to transport fuel and hazardous wastes, and shall have and EPA identification number.

9.2 Contractor personnel shall present a neat appearance and be easily recognized. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contain the company name and employee name.

10. PHYSICAL SECURITY: The Contractor shall be responsible for safeguarding all government property for Contractor use. At close of each work period, government facilities, equipment, and materials shall be secured.

NOTES:

1. The Contractor shall use only non-spark producing tools, fittings and nozzles, etc., in accomplishing the work required where volatile liquids are present.

2. Recesses for pit covers to be thoroughly cleaned to allow for properly replacing covers.

3. Tanks/Separators are located outside the buildings except as noted.

4. See typical sketches for section(s) to be pumped / cleaned as applicable.

5. “PUMP OUT” means the removal of the entire contents of the tank or separator and recharge with re-circulated water.

6. “PUMP OUT AND CLEAN” means pump out the entire contents of the tank/separator.

Pressure wash interior walls/partitions and remove and clean filter screen. Pump out contents and recharge with re-circulated water.

Appendix “B”

DEFINITIONS

Designated Facility: A waste treatment, storage, or disposal facility which has received an EPA permit in accordance with the requirements of 40 CFR 270 and 40 CFR 124 and that has been designated on the manifest by the generator pursuant to 40 CFR 262.50.

Disposal Facility: A facility or part of a facility at which waste is intentionally placed into or on any land or water, and at which waste will remain after closure.

EPA Identification Number: A number assigned by EPA to each generator, transporter and treatment, storage or disposal facility.

Generator: Any person, by site, whose act or process produces hazardous waste identified or listed in 40 CFR 261, or whose act first causes a hazardous waste to become subject to regulation.

Hazardous Waste: A hazardous waste as defined by 40 CFR 261.3.

Manifest: The shipping document EPA Form 8700-22 and, if necessary, EPA Form 8700-22A, originated and signed by the generator in accordance with the instructions included in the Appendix of 40 CFR 262.

Manifest Document Number: The U.S. EPA twelve digit identification number assigned to the generator plus a unique five digit document number assigned to the Manifest by the generator for recording and reporting purposes.

Transporter: The Contractor or a person engaged in the off-site transportation of hazardous waste by air, rail, highway, or water.

Volatile Liquids: Waste material to be removed from separators and tanks which include biodegradable soaps and water, various oils, engine oils, mineral base solvents such as PD-680 and small quantities of jet fuel such as JP4.
