PERFORMANCE WORK STATEMENT (PWS)
FOR
Base Oil Water Separator Maintenance and Service
1.0 General:
1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to maintain and service the Base Oil/Water Separators (OWS) as defined in this PWS.
A listing of all units and their respective tank sizes and types follow:
1.1.1 Building 36- Aboveground, 300 gallon, steel
1.1.2 Building 68- Underground, 550 gallon, steel
1.1.3 Building 68- Underground, 8,000 gallon, fiberglass
1.1.4 Building 71- Underground, 550 gallon, steel
1.1.5 Building 71- Underground, 4,000 gallon, steel
1.1.6 Building 74- Underground, 50 gallon, steel
1.1.7 Building 75- Underground, 1,000 gallon, steel
1.1.8 Building 78- Undergound, 700 gallon, steel

1.2 General Information:
1.2.1 Period of Performance (PoP): The Period of Performance shall be 1 Base Year of 12 months and 4, 12-month option years.
1.2.2 Place and Performance of Services: The contractor shall provide services between the hours of 0700-1600 on Monday thru Friday,except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. Performance shall be at the 193D Special Operations Wing, Middletown, Pa. The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential.
1.2.3 Telework: Teleworking is not authorized in the contractor’s performance of this requirement.
1.2.4 Recognized Holidays: The following are recognized United States (US) holidays. The contractor shall not perform services on these days:

1.2.5 Gate Closures: Unscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee’s installation driving privileges.
1.2.6 Contract Manager (CM): The contactor shall designate a primary and an alternate CM who shall ensure performance under this contract. The name of these individuals shall be designated in writing to the KO. The alternate CM shall act for the contractor when the primary CM is absent. The CMs shall have full authority to act for the contractor on all contractual matters relating to daily operation of this contract. The CM shall work through the Government point of Contact (POC) to resolve issues, receive technical instructions, and ensure adequate performance of services. The CM shall ensure that contractor employees do not perform any services outside the scope of the contract without an official modification issued by the KO. The CM shall ensure contractor employees understand that services performed outside the scope of the contract are performed wholly at the expense of the contractor.
1.3 Access:
1.3.1 The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Government POC. The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, Headquarters Air Force (HAF) and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
1.3.2 The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract.
1.3.3 The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter shall also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer shall endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver s license, current vehicle registration, valid vehicle insurance certificate, and [insert any additional requirements to comply with local security procedures] to obtain a vehicle pass.
1.3.4 During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.
1.3.5 Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.
1.3.6 Failure to comply with these requirements may result in withholding of final payment.
1.5 General Protection/Security Policy and Procedures:
1.5.1 The contractor’s employees shall become familiar with and obey the regulations of the installation; including fire, traffic, safety and security regulations while on the installation. Contractor employees should only enter restricted areas when required to do so and only upon prior approval. All contractor employees shall carry proper identification with them at all times, and shall be subject to such checks as may be deemed necessary. The contractor shall ensure compliance with all regulations and orders of the installation, which may affect performance. The Government reserves the right to direct the removal of an employee from Government property or revoke access to Government systems for misconduct, security reasons, or any overt evidence of communicable disease. Removal of contractor employees for reasons stated above does not relieve the Contractor from responsibility for total performance of this contract.
1.5.2 Identification of Contractor Employees: All contractor personnel are required to identify themselves as contractors to avoid creating an impression that they are Government employees.
Contractor personnel shall wear identification badges distinguishing themselves as Contractors. The badges shall have the company name, employee name and the word “contractor” displayed. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.
1.5.3 The contractor shall retrieve all identification media (including vehicle passes) from its employees who depart employment for any reason. The contractor shall return all identification media (i.e., badges and vehicles passes) to the Government POC or KO within 14 days of an employee’s departure.
1.5.4 Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Air Force Instruction (AFI) 10-245, AFI 31-101 and Air Force Manual (AFMAN) 31-113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by Government representative)
1.5.5 Communications Security/Information Technology (COMSEC/IT) Security. All communications with DoD organizations are subject to COMSEC review. All telephone communications networks are continually subject to intercept by unfriendly intelligence organizations. DoD has authorized the military departments to conduct COMSEC monitoring and recording of telephone calls originating from, or terminating at, DoD organizations. Therefore, the contractor is advised that any time contractor personnel place or receive a call to or from the Government, they are subject to COMSEC procedures.
The contractor shall ensure wide and frequent dissemination of the above information to all employees dealing with DoD information. The contractor shall abide by all Government regulations concerning the authorized use of the Government's computer network, including the restriction against using the network to recruit Government personnel or advertise job openings.
1.5.6 Physical Security. The contractor shall safeguard all Government property provided for contractor use. At the close of each work period, Government facilities, equipment and materials shall be secured.
1.5.7 Post Award Conference/Periodic Progress Meetings: The contractor agrees to attend any post award conference convened by the KO in accordance with FAR 42.5. The KO, Government POC, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contactor’s performance. At these meetings, the KO shall apprise the contractor of how the Government views the contractor’s performance and the contractor shall apprise the Government of problems, if any, being experienced. The contractor shall resolve outstanding issues raised by the Government. Contractor attendance at these meetings shall be at no additional cost to the Government.
2.0 Requirements: Inspections, Maintenance & Service, Quarterly Actions
2.1 General:
2.1.1 Contractor shall perform required maintenance and service including, but not limited to: A one time inspection of all OWS devices with measurements and documentation of solids and oil content;
additional maintenance and/or service of each OWS to keep oil and solid levels as well as accumulation of hazardous constituents below the regulatory limits; Provide photographic documentation of the visual inspection; and provide quarterly monitoring and testing of each alarm station associated with each
OWS.
2.1.2 The Contractor shall comply with all applicable OSHA Standards for Confined Space Entry and provide the Government POC with a copy of the documentation and reports from each entry. This is for informational purposes, and is noted to advise contractors of such, in the event that the contractor would need to enter the OWS while performing inspection or servicing actions.
2.1.3 The Contractor shall furnish all equipment and services required to pump out each Oil Water Separator as needed to allow for the safe entry and completion of all inspection and maintenance actions.
2.1.4 The Contractor shall utilize a Mobile Waste Water Treatment Tank (a single device that contents of the OWS are pumped into. Solids are separated, liquids/oils are separated, contaminants are checked and the clean water is returned to the OWS) during the Maintenance and Servicing portion of this PWS.
This action is required to reduce the waste of water and the consumption of fresh water needed to return each of the Oil Water Separators to the designed operational levels.
2.1.5 The Contractor shall utilize Lock Out and Tag Out proceedures when working on any energized components of the Oil Water Separator systems.
2.1.6 The Contractor shall be soley responsible for their own quality control and quality assurance for all testing, maintenance, and servicing actions.
2.1.7 The Contractor shall not use the Government dumpsters for disposal of any debris.
2.1.8 The Contractor, Per Executive Order 12873, shall include recycling and waste prevention initiatives in the performance of the actions within this PWS.
2.2 Inspections:
2.2.1 The Contractor shall complete the inspections of the Oil Water Separators within and no later than the first quarter period of the yearly contract.
2.2.2 The Contractor shall inspect all Oil Water Separators to include a measurement of the solids and oil content.
2.2.3 The Contractor shall inspect and evaluate each Oil Water Separator to confirm the solids and oil levels are below the regulatory limits.
2.2.4 The Contractor shall inspect and evaluate each Oil Water Separator to determine the accumulation of hazardous constituents that are above the regulatory limits.
2.2.5 The Contractor shall complete an inspection of the Oil Water Separator monitoring and alarm system stations and associated control devices for proper operation.
2.2.6 The Contractor shall provide to the Governement, photographic documentation of the regulatory annual visual inspection of the fluid levels in each of the Oil Water Separators, showing the before and after levels of the fluid levels.
2.2.7 The Contractor shall conduct characterization sampling of the listed Oil Water Separator oil and solids for Toxicity Characteristic Leaching Procedure for metals (TSLP metals) and flashpoint. A copy of the sampling results shall be provided to the Base Environmental Management Office.
2.2.8 The Contractor shall provide 2 physical copies of all inspection reports pertaining to the actions and findings as required by regulatory statute.
2.3 Maintenance and Service:
2.3.1 Maintenance and Service shall be completed within the second and third quarters of the contract period, but not to exceed the third quarter of the contract period. In the event of the need for maintenance, service, outside of the scheduled frequency is identified, the contractor shall provide evidence and justification for this need to the Government POC and the KO.
2.3.2 The Contractor shall remove all liquids (oil and water) from each Oil Water Separator. The liquids shall be removed and held in a Mobile Water Treatment Tank device (a single device that contents of the OWS are pumped into. Solids are separated, liquids/oils are separated, contaminants are checked and the clean water is returned to the OWS), designed to separate the oil and settled solid from the water.
2.3.3 The Contractor shall remove all sludge from the bottom of the Oil Water Separator, for disposal at an Environmental Protection Agency certified Waste Treatment Facility.
2.3.4 The Contractor shall rinse the Oil Water Separator and hold the rinse water and debris for final disposal at an Environmental Protection Agency certified Waste Treatment Facility.
2.3.5 The Contractor shall return the treated water from the Mobile Waste Water Treatment Tank to each of the respective Oil Water Separator tanks. The Contractor may be required to add additional fresh water to return the Oil Water Separator to the designed safe operating level. Water shall be recycled and miminal, to no new water shall be utilized.
2.3.6 The Contractor shall provide 2 physical copies of all regulatory required reporting for the Maintenance and Servicing actions within this PWS as identified by Technical Exhibit 1 – Deliverables Schedule. All documentation and reporting shall be given to the Government POC upon completion of each instance of Maintenance and Service.
2.4 Quarterly Monitoring and Alarm Station Testing
2.4.1 The Contractor shall conduct monitoring and testing of each individual alarm and monitoring system for the Oil Water Separators by the end of each quarterly period within the contract year.
2.4.2 The Contractor shall provide a report of status for each monitoring system to include all deficiencies found. Corrective and repair actions of the monitoring and alarm systems are not included within this PWS.
