The inspection must document serial numbers and NSNs and cover minimum inspection points including cylinder heads, turbocharger, camshaft, connecting rods, piston assemblies, gear trains, oil pumps, crankshaft, pistons, heat exchangers, fuel injection systems, and related components.
The overhaul must restore the engine to original design and performance specifications using Detroit Diesel Inc. specifications and genuine parts. All components including cylinder liners, gaskets, seals, ECM, wiring harness, sensors, injectors, turbocharger, blower, exhaust components, pumps, regulators, and relief valves must be replaced. After completion, the contractor must perform standard production tests and dynamometer inspections verified to OEM standards, with a final inspection and dynamometer test report submitted to the Contracting Officer. The engine requires internal and external preservation following Detroit Diesel special instructions SEHS9031-01, including draining fluids, cleaning surfaces, removing loose scale and paint, masking components, applying primer and paint per MIL-DTL-24441C standards, and protective greasing. The contractor warrants the engine for one year from installation or 1,000 operating hours (whichever occurs first) and covers 24 months of storage. For items being repaired as onboard or system stock items for inventory, the contractor must guarantee against defects for up to two years after delivery to the Coast Guard.
