About this file

This document is a Pre-Solicitation Notice for the competitive acquisition of a firm-fixed-price (FFP) contract to obtain the overhaul or repair of dynamic components on the USAF's fleet of 28 TH-1H helicopters located at Cairns Field, Fort Novosel, AL.

The requirement is for commercial items and can only be satisfied by sources that are qualified and approved by AFLCMC/WIUE, as these are critical safety items. Alternative sources must pre-qualify by submitting a Source Approval Request (SAR) and receiving approval prior to award. The estimated solicitation issue date is June 12, 2024, and proposals must be submitted electronically. The period of performance will consist of a one-year basic period followed by four one-year ordering periods, beginning in December 2024. Delivery times are 90 workdays for routine orders and 30 workdays for surge/MICAP orders. The contracting approach will use FAR Part 12, Acquisition of Commercial Items, and FAR Part 15.101-2.

Overhaul of Dynamic Components on TH-1H Helicopter

This is a competitive acquisition to obtain a firm-fixed-price (FFP) cost structure and the period of performance (POP) will consist of one annual Basic Period followed by four annual Ordering Periods, beginning in December 2024 for commercial items for repair or overhaul of the Dynamic Components on the TH-1H helicopter in accordance with FAR part 12.

Background: This requirement exclusively supports the USAF TH-1H fleet, which consists of 28 helicopters stationed at Cairns Field, Fort Novosel, AL. This aircraft is used to train and develop rotary-wing pilot skills and achieve a level of proficiency that will enable him/her to transition those skills to the operational aircraft they will eventually fly in support of real-world missions. This requirement can only be satisfied by sources that are qualified and approved by AFLCMC/WIUE due to these parts being flight critical safety items (CSI). All potential vendors must become OEM-certified, which is officially granted by Bell Helicopter.

This Critical Safety Item (CSI) requires overhaul utilizing the Bell Helicopter Drawings: 204-040-366, 205-040-200 and IAW USAF Technical Orders (T.O.) listed below:

Main Rotor Mast Assembly; (T.O.) 3R19-2-2 and 3R19-2-4 Main Rotor Hub Assembly; (T.O.) 3R1-6-4-3 and 3R1-6-4-4 Swashplate & Support Assembly; (T.O.) 3R2-5-2-2 and 3R2-5-2-4 42 Degree Gearbox Assembly; (T.O.) 3R4-2-7-3 Stabilizer Bar Assembly; (T.O.) 16W12-7-3 Scissors & Sleeve Assembly; (T.O.) 3R20-2-2 and 3R20-2-4 90 Degree Gearbox Assembly; (T.O.) 3R4-2-8-3 Main Input Quill Assembly; (T.0.) 3R7-2-6-3 Transmission Assembly; (T.O.) 3R7-2-6-3 Generator Drive Quill Assembly; T.O. 3R7-2-6-3 Tail Rotor Drive Quill Assembly; (T.O.) 3R7-2-6-3

Because this item is a CSI, engineering source approval by the design control activity is required in order to maintain the quality of the part, IAW AFMCI 23-113. Alternative sources must pre-qualify by submitting a Source Approval Request (SAR) and receiving approval from the applicable Government engineering activity, AFLCMC/WIUEC (Huey Helicopter Engineering Section) prior to award.

The current Repair Method Code/Repair Method Support Code (RMC/RMSC) for these items is "1" and "2", thus indicating that they are suitable for competitive repair. The RMSC "C" was designated for all components on this requirement, which indicates that they require engineering source approval by the
