OVERHAUL DESCRIPTION
FOR OFFICIAL USE ONLY

Items as received by the contractor must be complete and of the proper cited part number. Discrepancies shall be reported to the Coast Guard Contracting Officer.
OVERHAUL REQUIREMENTS:
Intent. This supply item describes the requirements for the Contractor to perform complete overhaul services of the Hydraulic Coupling NIIN 01-682-7264 P/N X58425100019/32 used onboard 418' WMSL Coast Guard Cutters to be renewed to include new replacement parts below;

MIL-STD-129R(2) 9/27/2019 Marking for Shipment and Storage MIL-STD-2073-1E(4), 04/22/2019, Standard Practice for Military Packaging ISO/IEC 17025:2017, Requirements for the Calibration of Measuring and Test Equipment
1.2 General. The Contractor shall provide all labor and materials to perform the overhaul services within this contract requirement. Overhaul services shall cover the entire assembly. The overhaul requirements described herein are considered minimum and are not intended to replace any procedures, controls, examinations or tests normally employed by the contractor to assure the quality of the product. Overhaul is intended to return the item to a condition equal to that of an identical new unit. The MTU Coupling parts provided shall be in accordance with the Original Equipment Manufacturer (OEM) specifications, drawing(s) and data provided within this specification including and primarily the contractor shall use any propriety OEM specifications, technical manuals , drawings and data used to manufacture the OEM parts to the strict tolerances, measurements, and exactness to the original parts and their performances. All parts shall be new OEM parts.
Reclaimed, recycled, or aftermarket parts are not acceptable and shall not be used.
1.3 Testing report. Test results shall be documented on a Certificate of Conformance. A copy of the Certificate shall be packed with the tested item and a copy shall be turned over to the Coast Guard Quality Assurance Representative. Report shall contain the following information as a minimum:
Contractor name.
Contract number.
Item Model & Serial Numbers.
Date of test.
Description of each test conducted and results of each test.
Name of the person conducting the testing.
1.4 Calibration. All test equipment and attached gages shall be calibrated and have a current calibration sticker. Calibration shall be traceable to National standards.
1.5 Responsibility for inspection. The Contractor shall be responsible for the performance of all inspection requirements specified herein. The Contractor shall provide space, personnel and test equipment for the conduct of all inspection requirements. All inspection and testing shall be performed at the Contractors facility prior to the Coast Guards acceptance of the contracted items. The Coast Guard reserves the right to verify or have performed any of the inspections set forth herein where such inspections are deemed necessary to assure that supplies and services conform to prescribed requirements.
1.6 Notifications & inspections. The contractor is responsible for notifying the Contracting Officer no less than ten (10) calendar days prior to the contractor being ready for any Quality Assurance (Q.A.) inspections or testing required herein.
1.7 Assembly. Overhauled items shall be delivered to the Coast Guard completely assembled and ready for installation. 2 MTU Couplings & all parts for the coupling shall be packaged with a copy of the test results.
Contractor shall preserve, package and mark the couplings in accordance with requirements below.
2. QUALITY ASSURANCE
2.1 Responsibility for inspection. The Contractor is responsible for the performance of all inspection requirements as specified herein. The Contractor may use his own or any other facilities for the performance of the inspections and tests, unless disapproved by the government. The government reserves the right to perform or witness any of the inspections and tests set forth in this specification at any time.
2.2 Responsibility for compliance. All items shall meet the requirements of this RD. The inspections set forth in this RD shall become part of the Contractor's overall inspection system or quality program. The absence of any inspection requirements in the specification shall not relieve the contractor of the responsibility of assuring that all products or supplies submitted to the government for acceptance comply with all requirements of the contract. Sampling for quality conformance does not authorize submission of known defective material (either indicated or actual) nor does it commit the government to acceptance of defective material.
2.3 Inspections & tests. The inspections & tests required herein are the minimum necessary and are not intended to replace any controls, examinations, or tests normally employed by the contractor to assure the quality of the product. The following are required:
Verify installation of OEM parts Verify label/name plate installation Test requirements Final inspection and test reports Inspection of preservation, packaging, packing, marking and bar-coding in accordance with section 5.
2.4 Test and inspection reports. One copy of any inspection/test report shall be turned over to the QAR Inspector upon his arrival at the Contractor?s plant.
2.5 Calibration System. The Contractor as well as any subcontractors shall be required to maintain a test equipment calibration program in compliance with NCSL Z540.3-2006. The program shall be documented and traceable to the National Institute of Standards and Technology (NIST). The calibration system records shall be maintained for inspection for the duration of any contact referencing this specification. All test equipment shall have a valid calibration sticker. The Coast Guard reserves the right to conduct its own inspections at any time during the course of the contract.
2.6 Warranty. Contractor's standard new coupling warranty shall apply to coupling overhauled under the contract.
2.7 Failure responsibility. If a component fails to pass any inspection/test the contractor shall report the failure and the recommend fix to the Coast Guard Contracting Officer.
3. PRESERVATION, PACKING, MARKING, AND SHIPPING
3.1 Preservation. Any overhauled item is typically intended for long term

3. PRESERVATION, PACKING, MARKING, AND SHIPPING
3.1 Preservation. Any overhauled item is typically intended for long term warehouse storage and not for immediate installation. Therefore, it is critical that the Contractor ensures that the overhauled unit undergo the below preservation requirements in accordance with the Department of Defense Standard Practice for Military Packaging MIL-STD-2073-1E w/Change 17, Method 10.
All open ports shall be sealed using plastic or rubber caps or covers to prevent the intrusions of contaminates.
Each item shall be individually packaged in accordance with Method 51 of MIL-STD-2073-1E w/Change 17 Desiccant of the proper type and quantity shall be enclosed within the heat sealable envelope prior to sealing the bag.
Any grease fittings must be capped with red zirc caps.
3.2 Packaging. The coupling shall be packed in proper handling & storage position in a total enclosed , reusable, EACH COUPLING SHALL BE PRESERVED IN
ACCORDANCE WITH MIL-STD-2073-1E, METHOD 20 AND PACKAGED IN ACCORDANCE WITH
MIL-STD-2845E (SH) LEVEL A. PACKAGING MATERIALS SHALL BE IN COMPLIANCE WITH
DOD 4140.01-M-1. IN ADDITION TO THE REFERENCED SPECIFICATIONS EACH COUPLING
SHALL BE INDIVIDUALLY PACKAGED IN ITS OWN WOODEN CRATE. EACH COUPLING SHALL
BE BOLTED TO THE BOTTOM INSIDE OF THE CRATE. THE CRATE SHALL BE CONSTRUCTED
IN SUCH A MANNER AS TO PREVENT THE COUPLING FROM SHIFTING WITHIN. THE CRATE
SHALL BE CAPABLE OF PROTECTING THE COUPLING FROM DAMAGE DURING MULTIPLE
SHIPMENTS BY COMMERCIAL CARRIER. MARKINGS SHALL BE CLEARLY VISIBLE, AND THE
LARGEST SIZE PRACTICAL FOR THE PACKAGE SIZE. MARKINGS (BLACK) WILL BE
STENCILED ONTO A CONTRASTING BACKGROUND Crates shall be capable of protecting the item from damage during multiple shipments by commercial carrier.
NOTE
All GFP must be stored indoors in a locked, environmentally controlled location at the contractor's facility. Any new crates fabricated per this specification shall be safe guarded and stored in the same place as other
GFP.
3.3 The container shall have a removable lid for ease of removing and loading the contents.
3.4 A copy of the material certifications shall be packaged inside a protective envelope.
3.5 Marking. Shipping container shall be stenciled with black enamel paint with the information as laid out below. Stencil shall be applied directly on the container and be 1/2 inch minimum height black characters on a white painted contrasting background in the upper left-hand side of the two longest sides (two opposite sides if square) of each box IAW MIL-STD-129P w/Change 4.
NOTE
Remove any old markings and stickers from the containers prior to applying the new markings.

3.7 Bar coding. U.S. Coast Guard requires bar coding of the NSN, IAW MILSTD- 129P w/Change 4. See paragraph 3.8, page 47 of MIL-STD-129P w/Change 4 for identification linear (Code 39) and 2D (PDF417) bar code markings and locations.
3.9 The Bar Code Label can be applied separately or as part of the marking required in 5.3.
3.10 Shipping. The Contractor shall ship, and deliver the parts and components to the government address specified in labeling description below.
Notify the Contracting Officer representative (COR) and KO about the shipment 7 days in advance. Provide timely shipping information to COR including the name of the shipping company, date of shipment leaving Contractor's facility, and expecting arrival date and time at the government facility. No shipment shall arrive outside of government normal business hours as determined by the
KO.
3.11 Address. Unless otherwise specified, the Contractor shall ship, and deliver all parts to the following government addresses:

3.7 Bar coding. U.S. Coast Guard requires bar coding of the NSN, IAW MILSTD- 129P w/Change 4. See paragraph 3.8, page 47 of MIL-STD-129P w/Change 4 for identification linear (Code 39) and 2D (PDF417) bar code markings and locations.

WARRANTY:

B. Item being repaired as an "onboard repair" or a "system stock" item and will be put into inventory. NOT FOR IMMEDIATE INSTALLATION.
Contractor must guarantee item against defects that lead to failure for days after installation for a period of up to two (2) years after delivery to Coast Guard.
GOVERNMENT ACCEPTANCE:
Acceptance will be made at destination by a Government representative.
Acceptance will be contingent upon the representative's verification of no damage in transit, correctness and completeness of order and contractor's conformance to preservation/packaging, packing and marking requirements.
PACKAGING AND MARKING FOR SHIPMENT:
