About this file
This is a Justification and Approval (J&A) document for a non-competitive federal contract award.
The Department of the Navy, Military Sealift Command (MSC) Norfolk is awarding a firm-fixed price contract on a brand name, limited source basis to procure Original Equipment Manufacturer (OEM) spare materials for BERGEN Engine AS systems supporting the USNS OSCAR V. PETERSON (T-AO 206). The required supplies are Ship Service Diesel Generator (SSDG) components: 40 main bearing shells, 24 camshafts, 1 crankshaft, 1 expansion joint, 1 turbo, 1 generator, and 2 thrust rings. The estimated contract value is $1.3 million, funded by US Navy O&M,N FY26 funds, with a required delivery date of September 30, 2026. The contracting officer determined the anticipated cost to be fair and reasonable.
The justification for non-competitive procurement is based on 10 U.S.C. 3204(a)(1), citing that only one responsible source exists and no other supplies or services will satisfy agency requirements. The BERGEN generator systems installed on the vessel must be maintained for national defense mission performance. MSC posted a sources sought notice on the SAM website on November 3, 2025, which generated interest from two other potential offerors. However, MSC has no current plans to compete future contracts for these supplies due to the single-source requirement, though will reassess if another potential source emerges. Similar SSDG overhaul material requirements have been previously procured by MSC through purchase orders.
