About this file

Summary

This is a Memorandum for the Record documenting a sole source justification for a simplified acquisition threshold purchase. The acquisition is for a Preheating Unit for the #3 Ship Service Diesel Generator (SSDG) on naval vessels, with a required delivery date of 1 July 2026. The required source is Fincantieri Marine Systems North America (FMSNA), identified as the Original Equipment Manufacturer for the SSDGs. The document indicates the product is not designated as critical ship equipment per naval instructions.

The justification for limiting competition to a single source is based on multiple factors: restrictive proprietary rights held by FMSNA as the OEM, exclusive licensing agreements requiring OEM provision of parts and services, standardization requirements to maintain fleet configuration baseline across all EPF Class Vessels using the Isotta Fraschini V1312C2ME-HPCR SSDG/00B64900 engines, and compatibility requirements as a direct replacement part. Factory-authorized representatives hold proprietary data necessary for the supply and performance of SSDG parts and services. The Independent Government Estimate field is left blank in the document, and an urgency determination section is included but not completed, suggesting this is not a casualty-driven emergency procurement.
