The contract covers a base year plus four option years, with a subscription term from June 30, 2025 to June 29, 2026, for an estimated total value including options (redacted). The deliverables include Penlink's Tangles and Webloc databases with bundled pricing offering significant discounts, plus associated training services, support, and analyst tools. The Tangles database provides comprehensive data fusion and link-analysis capabilities for criminal investigations, while Webloc identifies web-based patterns useful for locating missing and abducted persons. Penlink also provides co-analyst support, dedicated engineering support, and multiple training subscriptions. The contracting officer determined the anticipated price is fair and reasonable based on the bundled discount offered to ICE compared to standard list pricing. INTEL conducted comprehensive market research evaluating alternative vendors but concluded that only Penlink possesses the unique, integrated proprietary architecture necessary to meet mission requirements. No other sources expressed interest in the acquisition, and the justification will be made publicly available on SAM.gov with redactions to protect Law Enforcement Sensitive information. Funding is provided through HSI INTEL funds in Fiscal Year 2026.
