About this file
This document is a Justification for Other Than Full and Open Competition for Simplified Acquisition Procedures (SAP) under FAR 13.106-1(b) to award a sole source purchase order for registration fees for 81 United States Coast Guard (USCG) personnel to attend the 2024 Women in Aviation International (WAI) Conference.
The USCG is the requiring activity and proposes to enter into a purchase order on a sole source basis, as WAI is the sole host of the annual event which is uniquely developed for women working in aviation, including the military, and no other similar conferences exist. The estimated amount for the purchase order is $28,850. The USCG has approved attendance at the 3-day conference, which will provide 10 hours of professional development training focused on mentorship, professional success, and education for female aviators. The contracting officer has determined that WAI is the only reasonably available source to provide the required services.
