About this file
This document is a Memorandum for the Use of Other Than Full and Open Competition for an Acquisition under the Simplified Acquisition Threshold, dated December 9, 2025, for WI 603 Ballast Tank Overboard Piping Modifications (T-ALT 19-25130). The procurement is for specific valve components from John Gjerde, with a Required Delivery Date (RDD) of 02/20/2026. The justification for sole source procurement includes critical ship equipment requirements, standardization, and form/fit/function compatibility, specifically for an AERO 1.6 DN 200 valve model used on the USNS Mercy vessel.
The document emphasizes the need to procure all materials from a single source to ensure seamless fit and form, as any deviation from the approved Coast Guard/ABS T-ALT design could result in delays and additional approvals. The procurement is justified under multiple grounds, including proprietary rights (John Gjerde's drawings are considered proprietary), critical ship equipment classification per SMS Procedure Number 10.6-002-ALL Revision 0.4, and the necessity of using a specific make/model to maintain standardization and equipment compatibility.

This is an approved Coast Guard/ABS T-ALT design. Any deviations from material in the approved design wiU result in delays and addition approvals. It is critical that all material ordered be grouped together from single source. All of the material listed was specified by engineering for a seamless fit and form. If material is procured separately from multiple OEMs, this could create fit-up issues ultimately delaying install and increasing the overall cost.
