1 - SPECIFICATIONS AND REQUIREMENTS

1.1. SCOPE:

The Environmental Protection Agency is requesting bids from vendors for two boats, including trailers, for fish sampling and environmental impact assessments. The two boats will be for locations in Bowling Green and in Twinsburg.

1.2. GENERAL SPECIFICATIONS:

These specifications define the requirements for two boats for fish sampling and environmental impact assessment to be purchased for the Environmental Protection Agency.

Fish Sampling and Environmental Impact Assessment Boats and Trailers shall be the latest current model, complete with all standard equipment, unless otherwise specified. Any item which is standard equipment on the Fish Sampling and Environmental Impact Assessment Boats being bid, but not listed on the specification sheet, must not be removed from Fish Sampling and Environmental Impact Assessment Boats. Manufacturers’ disclaimers indicate changes in product specifications may occur during the model year and they reserve the right to do so without repercussion. All current mandatory Occupational Safety and Health Administration (OSHA) and National Safety Council (NSC) safety requirements are to be furnished, including Safety Guards and Rails.

1.3. TRAILERS:

The trailers must be tandem axle aluminum trailer appropriately sized for the vessel with LED lighting, USDOT approved braking system, radial tires, 1 spare tire (tire will be exact match to the 4 others) and wheel mounted to a bracket, non-roller style bunks (roller bunks are not acceptable, protective keel rollers are acceptable), and a heavy-duty tongue jack. Each trailer must be equipped with bow and stern tie-down straps. The design of the trailer shall be one that is approved by the vessel manufacturer for daily hauling and storing the vessel.

1.4. INSPECTION AND SEA TRIAL:

Prior to delivery, the manufacturer will provide an inspection period and sea trial where any incomplete work or unsatisfactory work will be corrected. If travel to the inspection and sea trial site is more than 200 miles from Ohio’s border, the manufacturer will provide airfare, travel to and from the airport to inspection locations, lodging and meals for 2 Ohio EPA Division of Surface Water employees. The manufacturer may elect to provide inspection, sea trial and delivery in the Lake Erie area provided that any incomplete or unsatisfactory work is corrected at the expense of the manufacturer to include any additional transportation of the vessel.

1.5. TRADE-IN:

The boats purchased as a result of this ITB will replace existing units. Bidders are to provide with their bid response a value for the trade in for the boats, including trailers, listed below. By submitting a bid response, bidders understand that they are accepting the boats as-is and will not be able to return to EPA or the State of Ohio. The trade in amount offered will be deducted from the purchase amount on the resulting purchase order for the Model Year 2024, new, never registered, boats. The awarded Contractor is responsible for pick-up of the trade-in boats at a date to be coordinated by EPA based on the acceptance date of the new, never registered, boats model 2024 to EPA.
