About this file

This document is an Industry Day invitation from the United States Space Force Operational Contracting Enterprise.

The U.S. Space Force's Senior Contracting Official invites general contractors to participate in a Government-Industry Exchange on Construction Contracting scheduled for September 14, 2026, from 0900-1200 for the general session and 1300-1400 for one-on-one sessions with selected companies. The event will be held at the Innovation Hub, 2424 Garden of the Gods, Suite A250, Colorado Springs, Colorado, with a virtual option available via Microsoft Teams. The forum aims to discuss new flexible authorities for construction contracting, including Other Transaction Authority (OTA) under 10 U.S.C. § 2808a, and clarify how these tools fit within the broader acquisition landscape without replacing existing tools such as Multiple Award Construction Contracts (MACCs). The government intends to hear industry concerns, explain the scope and limitations of new authorities, and learn commercial construction best practices and faster methods for concept-to-capability delivery. Attendance is limited to two personnel per company and is restricted to members of the construction industry, specifically general contractors. Registration and advance question submission are available on SAM.GOV or through a direct registration form link. The event is hosted by AFICC/KS in support of the U.S. Space Force's Combat Forces Command, Space Systems Command, and Space Training and Readiness Command.

A Government-Industry Exchange on Construction Contracting

An Invitation for Industry Partners to Collaborate with the United States Space Force Operational Contracting Enterprise

Industry teammates, the Senior Contracting Official (SCO) for Operational and Enterprise Space Contracting invites you to a pivotal event discussing the future of construction in the U.S. Space Force. We are creating a forum to hear industry concerns and clarify the purpose of these new authorities to move faster, not to limit competition or replace valuable tools like Multiple Award Construction Contracts (MACCs). We have been granted new, flexible authorities for construction contracting, including Other Transaction Authority (OTA) under 10 U.S.C. § 2808a, and we want to partner with you to redefine how we build for the future.

Join Us To:

• Hear directly from the SCO on the commitment to a fair, transparent, and collaborative construction process.

• Understand the New Authorities - A clear breakdown of what Construction OTAs are (and what they aren't), the 2808a authority, and how these tools fit into the broader acquisition landscape. The intent is not to discuss specific construction projects.

• Teach Us - This is an opportunity for industry to educate the government on commercial construction best practices and faster methods to go from concept to capability delivery.

Event Details:

• Date: 14 September 2026

• Time: 0900-1200 (General Session); 1300-1400 (One-on-one sessions with selected companies)

• Location: Innovation Hub, 2424 Garden of the Gods, Suite A250, Colorado Springs, CO (Virtual Option Available via Microsoft Teams)
