About this file

This is a Special Procurement Notice and Justification document issued by the Oregon State Procurement (OSP) office regarding the direct purchase of Revvity Janus consumable supplies from the manufacturer. The procurement seeks approval to bypass standard competitive bidding procedures and purchase laboratory consumables directly from Revvity/Perkin Elmer, as these items are required for validated laboratory processes within the state's operations. No specific quantities, response dates, bidder meetings, or contract terms are detailed in the notice, as this is a direct procurement authorization request rather than a competitive solicitation document.

The justification for this direct purchase is based on the unavailability of these consumable supplies through existing statewide price agreements and the manufacturer's requirement to sell under standard terms without registration in OregonBuys. OSP is proceeding under the authority of OAR 125-247-0288, which permits direct procurement under specified circumstances. The notice includes full justification documentation and protest instructions for interested parties, establishing a formal protest period for those wishing to challenge the procurement decision. No pricing information, set-asides, incumbent details, or funding source specifications are provided within the notice itself, with such details presumably contained in the referenced attachments.
