About this file

This document is a set of responses to questions regarding a Request for Proposal (RFP) for the Maryland Charity Campaign. The RFP seeks services for a firm fixed-price contract, with the budget limited to a percentage of the total donations pledged in the previous year. The RFP provides clarification on reimbursable travel expenses, the requirement for a Non-Disclosure Agreement, and the lack of Minority Business Enterprise (MBE) or Veteran-Owned Small Business Enterprise (VSBE) goals for this contract. The RFP also addresses the format for the Financial Proposal and the electronic submission requirements through the eMMA system.

The pricing for this contract is based on a percentage of the previous year's collected donations, as outlined in Attachment F. There are no set-asides, and the incumbent information is not provided. The funding for this contract comes from the Maryland Charity Campaign, but the specific amounts and sources are not detailed in the document.

Text version

No. Question Response 1 Pg. v of 98 states that the contract type shall be a firm fixed-price. However,

pg. 7 of 98 states that the budget must be limited to a percentage of total pledged in previous year as shown in Attachment F, which doesn’t pertain to a cost proposal. The language on pg. 7 also references previous year’s pledges as well as previous year’s donations. Please clarify if the budget is limited to certain % of previous year’s pledges or collected donations (pledges are different from donations – pledges represent the amount intending to donate and donations are the amount actually donated). Below is the clause in question:

Pledges

The budget must be limited to the percentage of total of donations pledged in the preceding campaign year proposed by the Contractor in Attachment F for the applicable Contract Year of the prior year's collected donations. Pledges

2 Pg. 7 of 98 references Attachment F in association with the Contractor’s proposed price, however the Attachment F we received was for the Maryland Living Wage Requirements and not related to the proposed price. Can you please provide the attachment related to the Contractor’s proposed price?

That attachment has been sent to be loaded into eMMA.

3 Pg. 7 of 98 indicates that employee parking or standard commuting mileage is not reimbursable, but other travel expenses are. However, pg. 17 of 98 states that “travel will not be reimbursed under this RFP.” Can you please clarify on what travel expenses, if any, are reimbursable?

Travel expenses for the campaign are reimbursed under the Federal mileage rate.

4 Pg. 8 of 98, the last paragraph about retirees references a personalized retiree pledge form. Please clarify on what “personalized pledge form” means and if a blank pledge form for retirees is sufficient.

Yes, blank form is fine since form is mailed directly to the retirees

5 Pg. 42 of 98 states that a Non-Disclosure Agreement is not required for this procurement, however, pg. 60 of 98 indicates that the Non-Disclosure Agreement (attachment I) is required 5 business days after award, however, suggested with proposal. Can you please clarify if this is required or not?

Yes, the Non-Disclosure Agreement is a required signed document.

Pg. 58 of 98 indicates that MBE documentation is required with the proposal and 10 days after recommended award (attachment D). However, there is no MBE or VSBE requirement in this RFP as shown on pg. 59 of 98 in which the MBE and VSBE documentation does not apply. The MBE and VSBE requirement is also noted in Attachment C (Bid/Proposal Affidavit). Can you please clarify if we can disregard all references to MBE and VSBE requirements? Does the MBE documentation submission noted on pg. 58 of 98 apply to this RFP?

There is no required MBE or VSBE goal with this contract. Attachment C will not be required.

7 Pg. 61 of 98 notes the inclusion of Label 4 (Performance Bond), Label 5 (Payment Bond) and Label 6 (Proposal Bond). These were not included with the RFP and one is to be submitted with the proposal. Can you please send these documents if they are indeed required?

Surety Bond will cover this requirement.

8 Pg. 63 of 98 is titled as the Financial Proposal Instructions & Form (Attachment B). However, Attachment B does not include a specific format for the pricing proposal as referenced in the RFP. Can the state clarify the exact format that should be used for the Financial Proposal and provide the missing attachment if there is one? And is this the same as Attachment F referenced in our second question above?

Same as Attachment F and attached.

9 Per my email, the eMMA Helpdesk Team suggested including this question here as well. For the upload for the RFP response in eMMA, I understand that the RFP is listed under Project type IFB so no folders and all attachments can only be added to one area. However, the RFP requires the attachments be sent as two separate folders (Technical Response and Financial Response) and within each, there are tabs (folders) for the submission. Can you please advise on how we should electronically submit this?

Submit both Technical and Financial Responses in .PDF format as separate attachments per the IFB requirement.
